UAE Central Bank launches tourist digital ID for instant visitor bank accounts

UAE tourist identity enables instant digital bank accounts for visitors

Central Bank, ICA and Abu Dhabi Commercial Bank complete UAE tourist identity rollout, allowing non-resident visitors to open secure digital bank accounts on arrival.

The Central Bank of the UAE, in partnership with the Federal Authority for Identity, Citizenship, Customs and Ports Security (ICA) and Abu Dhabi Commercial Bank (ADCB), has completed a nationwide rollout of the UAE tourist identity initiative. The program allows non-resident visitors to receive a trusted digital tourist identity on arrival and use it to open instant, secure bank accounts through participating banks. This UAE tourist identity aims to streamline financial access for short-stay visitors while supporting the country’s broader digital transformation and financial inclusion goals.

Central Bank and ICA complete tourist identity rollout

The initiative was delivered through a coordinated effort between monetary and identity authorities together with private banking partners.
Authorities said the rollout creates a verified digital identity record for visitors that can be issued immediately upon arrival at entry points.

Officials described the project as a step toward a more seamless visitor experience and a digitally enabled financial ecosystem that begins at the airport.

How the UAE tourist identity is created and issued

The tourist identity is generated using the ICA’s biometric enrollment capabilities at ports of entry and other designated touchpoints.

Visitors provide minimal information and biometric verification, including facial recognition, which is matched against the identity platform to create a time-bound digital credential.

That credential is stored securely and can be presented digitally to third parties for onboarding and service access without exchanging physical documents.

Bank integration enables account opening within minutes

ADCB integrated the ICA platform with its mobile banking application to allow immediate account opening for verified visitors.

Using the tourist identity, non-residents can complete a digital onboarding flow, receive a basic bank account and obtain a digital debit card for instant payments.

Officials highlight economic and tourism benefits

Central Bank executives said the initiative underpins the UAE’s strategy to make the country easier to visit and to do business in by removing administrative friction.
An assistant governor at the Central Bank noted that instant digital onboarding tied into national payment infrastructure would enhance the visitor experience and support commerce from the moment of arrival.

The acting director general at ICA emphasized that the virtual tourist identity enables multiple sectors to serve visitors securely without exchanging traditional paper documents.
ADCB leadership framed the bank’s role as aligning digital banking innovation with the tourism economy to boost competitiveness and global appeal.

Security architecture and biometric safeguards

Authorities described the system as built on advanced biometric algorithms and a secure identity-management framework developed by ICA.

The digital tourist identity is time-limited and designed to provide only the attributes necessary for banking onboarding and payment services, reducing unnecessary data exposure.

Officials also said the solution was tested to ensure compatibility with privacy and cyber-security standards applied across government identity platforms.

Practical impact for visitors and UAE businesses

For tourists, the new digital pathway removes the need to carry extensive paperwork or wait for manual verifications when opening a bank account.
Visitors can access a functional bank account, use a digital debit card, and pay through domestic instant-payment channels shortly after arrival.

Retailers, hotels and service providers stand to benefit from faster payment and reduced onboarding barriers, while banks gain a secure channel for onboarding low-friction customer segments.

Early adopters in the hospitality and retail sectors expect the streamlined flow to increase conversion rates for service purchases and to shorten checkout times.

The tourist identity initiative represents a convergence of governance, identity and finance to create an on-arrival digital service tailored to short-stay visitors.

Authorities and participating banks said they will monitor uptake, performance and user feedback as the program scales across entry points and additional financial institutions.
