The Director of the Department of Correctional and Punitive Establishments in Abu Dhabi, Colonel Muhammad Saif Al -Zaabi, affirmed that the reform programs implemented by the administration for guests succeeded in evaluating the behavior of inmates, according to the global rates, as their rate of return to crime and deviating behavior reduced below 25%.

On the mechanism followed by the reformist establishments in dealing with inmates, Colonel Mohamed Saif Al -Zaabi stated that it is based on dealing with inmates in successive steps, starting from the moment of entering the inmate and continues until after his release, and can be summarized in the following:

– Reception: The social worker conducts an initial interview with the inmate for the purpose of acquaintance, collecting data and information about his life, experiences, practical skills, and his free, educational, vocational, healthy history, and others.

Classification: After conducting a case study, the inmate is classified according to the degree of its seriousness, psychological state, preparation, skills and practical and theoretical experiences, and it is attached to the activities and programs appropriate to the nature of its psychological and social construction (social activities, religious activities, cultural activities, educational, sports, professional, recreational, etc.) .

Behavior Management: It is concerned with following up the inmate behavior to evaluate and evaluate it, and depends on the extent of its obedience and its commitment to the institutions and institutional orders.

Motivation (incentive and reward system): a system through which the inmate gives points that translate into material and moral incentives (privileges – prizes – incentives).

– Preparing for the release: It is a set of services provided to inmate before his release to prepare it to confront society, and to support it for not returning to crime or deviation.


Privileges for guests

Colonel Muhammad Saif Al -Zaabi confirmed that the inmate gets a number of privileges while spending his sentence within the reformist facilities; It is allowed to take advantage of the following services: phone call, visit, embassy and lawyers visits, correspondence, consumer services, and social assistance to the families of guests.

The inmates with good behavior give special privileges, including: increasing the number of communication times, prolonging the call time, prolonging the period of the visit, frequenting the library, going out to attend the death ceremony from the relatives of the first degree.

Al -Zaabi revealed that there are many future visions related to expanding the benefit from the period spent by the convict within the reformist and punitive establishments, including what is under implementation, such as the project of the Punitive Establishments Complex, and the family bonding project.

Al -Zaabi told «Emirates Today» that it is not possible to jump on the existing facts in the practical reality, which refers to the rates of return to crime and the deviation behavior in the finest countries in the world, which in some of them reach more than 40%, pointing to the effectiveness of the qualifying programs implemented by the administration. Correctional facilities in Abu Dhabi reduce these rates below 25%.

On the educational and reform programs offered to the prisoners, Al -Zaabi stressed that there are many rehabilitation programs and activities that are presented to guests, including educational programs, indicating that the total number of guests of reformist establishments studying in basic and public education and home students, last year in the three departments in the preparatory and secondary stages reached last year in the preparatory and secondary stages 311 students.

Al -Zaabi confirmed that the inmate has the right to follow up his studies, pointing out that this is one of the rights guaranteed to him by the law; Article (36) of the Law on Regulating Punitive Establishments 43 of 1992 stipulates that “the facility’s administration encourages prisoners to learn and learn, and to facilitate the memorial of prisoners who have the desire to continue studying, and to allow their exams to perform at the headquarters of the committees.” Also, Article (75) of the executive regulations of the same law provides for the opening of classrooms for education in the facility.

He continued that two schools affiliated with the Abu Dhabi Educational Council were opened, in implementation of these legal texts, and a pursuit of the administration to implement its reform message of reforming and evaluating the inmates, one in the Al Ain and the other in the event care department, in addition to studying the house system in the Al Wathba section.

He added that besides these two schools, the inmate can follow his studies through the general education system and homes, which is an educational program that allows guests to continue the preparatory and secondary study with the affiliation system of houses (Al -Wathba Department), and the general education system regular (Al Ain Department – and events).

Illiteracy

Al -Zaabi stressed that the programs that the administration of penal and correctional institutions are keen to implement, including organizing educational courses for literacy, which are held from time to time, pointing out that it is noticeable that the number of affiliates has decreased significantly in recent years, given the lack of illiteracy in the UAE society However, some inmates are the nationalities of other countries, especially Asian, want to join these courses with the aim of learning the Arabic language, as they numbered about 38 inmates and inmates, during the past year, and they all obtained a literacy certificate.

He continued, «there are a number of other educational programs that benefit guests, such as educational courses in areas, such as computer, English, account principles, assistant administrative work and others. 527 inmates of English language courses benefited in the years 2011 and 2012, and success rates reached 60%, and the number of registered in the International Computer License (ICDL) was 512), with a success rate of 54%.

Rehabilitation to work

Al -Zaabi stated that the rehabilitation of inmates for the labor market is one of the important programs, which the penal institution is keen to implement and develop on an ongoing basis, explaining that it is an educational program that the General Command of Abu Dhabi Police contracted with the higher technology colleges to implement it, with the aim of presenting a rehabilitation program for the labor market for two years of study; The graduate after them gives an achievement certificate whereby it is qualified to enter the labor market.

The number of inmates who obtained certificates in the various specializations presented by the program, and obtained jobs, 108 guests until the end of last year. Small and medium, with the aim of helping guests and providing financial financing after the release.

New expansions

On the expansions and new projects in the reformist institutions, Al -Zaabi stated that the number of reformist establishments at the present time is five, which are “Al -Wathba”, “Al -Ain”, “Reserve Cabinet”, “Rasin” and “Sponsorship of Events”.

He pointed to major changes that occurred on the buildings, including the establishment and opening of new institutions (pretrial detention), in which it took into account the contemporary requirements of the penal buildings, and the expansion of the work of developing and modernizing the old punitive buildings (Al -Wathba and Al -Ain), all of which became: adaptive, containing television circles, units Telecom, remote trial rooms, halls, and educational rehabilitation classes, in addition to training and productivity workshops with conditions, controls and high safety and security standards.
