The Ministry of Human Resources and Emiratisation announced the settlement of all fines owed by establishments, with a maximum of 2,000 dirhams, for every worker for whom a work permit (labor card) was not issued, or was not renewed on the specified dates in implementation of a recent decision issued by the Council of Ministers, regarding service fees. The Undersecretary for Human Resources Affairs, Saif Al-Suwaidi, said that the Ministry began settling the fines imposed on establishments that had violating (business cards), after making all necessary arrangements, as the internal electronic system was amended in a way that the owners of establishments were exempted from paying the fine for each. A card exceeding the specified settlement value, which is 2000 dirhams.
He explained, in a press statement yesterday, that the Ministry will remove restrictions on establishments that are subject to fines (business cards) as soon as their owners pay the maximum amount set for each violating card.
He called on the owners of the establishments concerned to settle the fines imposed on them, and thus take advantage of the Council of Ministers’ decision, which would reduce the burdens on them and help them correct the conditions of the establishments belonging to them.
On the other hand, the Undersecretary of the Ministry of Human Resources and Emiratisation for Human Resources Affairs indicated that the new administrative fines related to violating work permits and contracts have entered into force, in accordance with the decision recently issued by the Council of Ministers, according to which the fines that were previously imposed on these violations were cancelled.
Al Suwaidi said that the Cabinet’s decision reduced the value of administrative fines imposed on establishments that commit violations related to work permits and contracts, in addition to setting a maximum limit for these fines at 2,000 dirhams, compared to the administrative fines that were previously scheduled and cancelled.
He added that reducing the value of administrative fines does not in any way mean laxity in dealing with violating establishments, especially since the application of fines against these establishments does not aim to impose financial burdens on them, but rather to deter them from committing these violations, which requires every employer to bear their responsibilities. Hence, full compliance with the law and the decisions implementing it.
According to the new administrative fines, the fine resulting from not providing the Ministry with an employment contract within a period not exceeding 60 days, from the date of the worker’s entry into the country or the date of modifying his status, amounts to 100 dirhams for each month, with a maximum of 2,000 dirhams, while the value of the previous canceled fine was 500 dirhams for each month of delay or any part thereof, without specifying a maximum limit for this fine.
