Khalifa bin Zayed issues a law regarding human resources in the Emirate of Abu Dhabi

His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the State, in his capacity as Ruler of the Emirate of Abu Dhabi, issued a law regarding human resources in the Emirate of Abu Dhabi.

The law stipulates that its provisions apply to all civil employees working in government agencies in the emirate, and some or all of its provisions may be applied to government companies by decision of the Chairman of the Executive Council.

It also stipulated that the approval of the organizational structures of government agencies by the Executive Council and any amendments made to them shall be based on the proposal of the head of the government agency and the recommendation of the Human Resources Authority.
The law regulates all matters related to human resources from the beginning of the employee’s appointment until the end of his service, including the terms and conditions for appointments, promotions, and job movements such as transfer, secondment, and secondment. It also regulates the official working hours of the government and the leaves granted to the employee.
It also stipulates the employee’s duties and prohibited actions, and addresses investigation and disciplinary procedures, guarantees, disciplinary penalties, and the periods by which these penalties are erased, in addition to cases of termination of service and their provisions.
The law obligates government agencies to appoint people with disabilities to jobs appropriate to their health conditions in proportions determined by the Human Resources Authority of the Emirate of Abu Dhabi, and to allow employees working for them to join the national service who meet the enrollment conditions.
The law has introduced new texts and provisions, the most prominent of which are training and developing employees and preparing them scientifically and practically to the level that enables them to perform their job duties, appointing citizens on a part-time basis in accordance with the provisions and controls that will be determined by the executive regulations, and practicing work in government agencies in accordance with the flexible work system, where the executive regulations will determine its types and categories. The scope of its application, rules and provisions, disbursing an annual bonus to distinguished employees of government agencies after the approval of the Executive Council, granting paternity leave to the employee for a period of three days, and granting the female employee maternity leave. With a total salary for three months, she has the right to get two hours of leave per day to care for her newborn for a period of one year from the date of birth.
