The working paper, prepared by the Deputy Director of the Emirates University for Academic Affairs, Dr. Mohamed Abdullah Al -Bili, expected this rate among citizens in the age group between 15 and 25 years, until 2020, according to several studies concerned with this matter.

The paper summarized the increasing rate of unemployment within the country, in seven reasons, the first of which is the state of global economic recession, and its natural implications for local economies. The second is the high population growth rates, without creating and creating new job opportunities. And the third, not keeping pace with education sometimes for technological development. And the fourth, the absence of coordination between education outcomes and the needs of the labor market. And the fifth, the policies of recruitment of expatriate workers, in an open door, without controls that limit the multiple polarization parties. The paper has placed five solutions, which she said greatly to reduce the increasing unemployment rates during the coming period, the first of which is the control, organization and legalization of employment recruitment policies to the state. The last solution is to create laws and legislation that obliges the private sector to larger settlements.
