In detail, Al -Zyoudi stressed that the media and social media helped the state agencies reach the owner of the cat torture, indicating that the security authorities are conducting an investigation with the accused of committing this incident, to explain the recording of a photographer.

The social media sites circulated, the day before yesterday, a video showing a person torturing a cat, by leaving it for a group of fierce dogs, which were torn and pretty, in a scene that caused the dissatisfaction of everyone who followed him.

Al -Zyoudi said in press statements yesterday that the law of animal welfare was activated, and according to the legal procedures followed, the penalties contained in this law will be applied to the video owner, if it is proven that the incident is proven, to be the first to be applied to the provisions of the new law.

According to the provisions of the law, he is punished with imprisonment for a period not exceeding one year, and a fine not exceeding 200 thousand dirhams, or by one of these two penalties, whoever transgresses an animal, and the release of an infested animal, with his knowledge of this, caused damage, harm, or causing pain Or harassing animals, displayed or traded in any sick or infected animal.

It is also punished with imprisonment for a period not exceeding one year, a fine of no less than 50 thousand dirhams, and not more than 200 thousand dirhams, or one of these two penalties, whoever uses animals for the purposes of scientific experiments without obtaining a license from the competent department or the competent authority.

In response to a question about the law of having dangerous animals, the minister said that “all personal permits for the acquisition of fierce animals were canceled, in order to preserve the safety of society. To the competent authorities, ”stressing that the state will start once the deadline (at the end of next May) is to implement the penalties contained in the law, to those who prove his illegal possession of dangerous animals.

According to the draft law, it is punished with imprisonment and a fine of no less than 50 thousand dirhams, and not more than 500 thousand dirhams, or one of these two penalties, whoever has the intention of trafficking dangerous animals.

For his part, the Assistant Commander -in -Chief of Dubai Police for Criminal Investigation, Major General Khalil Ibrahim Al -Mansoori, said that the smart patrols of the Cyber ​​Crime Administration, monitored the video that depicts the cat’s brutal manner by fierce dogs, while someone was talking while filming By doing it, which he justified as a punishment for the cat for her dove.

He added that a team of electronic control experts was formed, which was able to reach the identity of the video officials, and determine their place in a farm in one of the Emirates, and after taking all legal measures, the farm was raided and arrested, and referred them to the competent authorities to take legal measures against them.

Al -Mansouri stressed that these brutal behaviors contradict our morals, and far from the humanity of Emirati society, noting the effort made by the electronic investigations, although the incident occurred in another emirate.
