Since he was in middle school, the engineer, Nasser Al-Hai, thought about creating his own company that would enable him to hone his skills. He dreamed of designing giant projects that would take up a large part of the Emirati development, and when he graduated, he fulfilled his dream and founded the DEC Engineering Consulting Company.

Al-Hai drew his experience from his previous job at Dubai World. Within nine years, he was able to open his company and break into the field of private business, implementing huge projects and amusement parks, with complete professionalism, in addition to tourism projects such as “Royal Atlantis” on Palm Jumeirah.

Nasser Al-Hai, said that they have finally received the design of the “Royal Atlantis” project on Palm Jumeirah, which brings them all kinds of challenges from various projects, as it is a local project with an unusual, global character. He pointed out that he was able to finally succeed in one of the competitions to develop suitable designs for the implementation of the Mohammed bin Rashid College for Leaders, in which he competed with a number of well-established consulting offices in Dubai.

Al-Hai told the story of his company’s founding to Emirates Today, saying that the idea of ​​establishing a private consulting company that supervises several huge projects is a dream that every aspiring engineer has, explaining, “My dream since I was in middle school is to go to the private sector, and I started planning to achieve my dream during my studies.” “At the university.”

He added, “My plans to enter the world of private business began since I graduated from the Higher Colleges of Technology in Dubai, in 2002, and obtained a higher diploma in engineering. My professors at the university offered me a job in (Dubai World), because I was the first in the engineering major at the level of the Higher Colleges of Technology.” ».

He continued that he immediately agreed to the job offer, which would give him enough experience to start on his own after that, explaining that he rose from a trainee engineer to the head of the building permits, infrastructure and marine facilities department, then one of the contributors to the establishment of “Trakhees” affiliated with Dubai World, which helped him to… Gaining sufficient experience, especially since he worked in most of the organization’s local and international projects.

He pointed out that the actual study of the consulting office began in 2003, explaining that what helped him in studying the project was that he had close contact with the Dubai World Market, which has a local character, international consulting offices and duty free markets, saying that he aspired to open a consulting office that would leave a mark in the world of real estate. And projects, especially since Dubai embraces unique projects.

Al-Hai stated that he opened his company in 2006, with a staff of no more than three people, of which he was the fourth, and he faced a number of challenges that would have killed him, had he not stuck to his dream and gone through experience in the business world, explaining, “Most of the established companies with huge projects insist on cooperating with companies.” “With long experience in the market, DEC was new at the time, so we only received small projects.”

He added that he tried to understand the market in Dubai, and it turned out that it is a market that has a different character from other countries, adding, “The Dubai market is local, but it has global standards, and major projects that most other countries have not been able to achieve a market like, and investors have a different character, and they should be dealt with more professionally.” So that we can understand their requirements and reach them appropriately.”

He continued, “I began to feel successful when I participated for the first time in developing residential and hotel projects with Zabeel Investment Company in 2007,” adding that he took advantage of the ability of its office in this project, which opened horizons for him to work on other projects.

Al-Hai explained, “At the beginning of the company’s opening, we specialized in construction consulting and supervision of construction designs, and then we became the main consultants in a number of projects, including residential complexes with Nakheel, in (Jumeirah Village Circle), numbering 750 multiple homes, such as townhouse villas, to… In addition to other small projects.

He said that they faced a challenge in receiving major projects, and they dealt with first-caliber contractors, explaining, “The consultant must know the scope of his work optimally, and deal with the contractor professionally to complete the projects at the basic value, within the budget they set, without any increase.”

He pointed out that the company’s qualitative leap began when he joined the Mohammed bin Rashid Establishment for Small and Medium Enterprises Development, which he considers a platform for start-up projects to reach the global level, as they joined the establishment’s subsidiaries in 2013, and through the establishment he was able to contract with Dubai Municipality to establish huge projects. The municipality is working on it.

He explained, “We are working with the municipality in designing and implementing (Dubai Safari) and the Dubai Wetlands Center in Ras Al Khor Wildlife Sanctuary, which is based on green standards, in addition to the scrap and building materials market, of which they have completed 20% implementation, in addition to the astronomical observation project. ».

He added that “DEC” has a footprint in creating and designing huge projects, such as the amusement parks that Dubai intends to establish, such as “Legoland” and “Motion Gate”, which depend on specific standards that consulting companies must follow, as the huge amusement parks It has different principles and standards than other projects, and attention should be given to them before implementing them.

Al-Hai graduated in 2002 from the Higher Colleges of Technology and obtained a high diploma in civil engineering. He then obtained a bachelor’s degree in civil engineering, a bachelor’s degree in applied sciences, and a master’s degree in civil engineering. He is currently in the process of submitting a doctoral thesis in construction management.

He progressed through his work at Dubai World in all technical and administrative positions, until he left government work about five years ago to take direct care of his own company, and drew up a specific business plan for the company, in which the number of employees has now reached 300 employees.

He pointed out that he plans in the future to develop an integrated package for infrastructure and roads, and to provide these services in an integrated manner, and to be a reference with various parties, in addition to spreading at the state level in establishing projects in the various emirates of the country, and then expanding regionally, until his company becomes one of the international institutions. The major companies that major companies resort to in designing and implementing their projects.

Al-Hai added, “I have drawn up a plan over the coming years for DEC to become a public joint stock company in the market, and to establish a special model of professional work, just as major companies do in the country and abroad, and we will be able to establish advanced professional rules.”
