His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence, in his capacity as Chairman of the Executive Council of the Emirate of Dubai, issued Executive Council Resolution No. (99) of 2024 to form the Steering Committee to supervise the transfer of commercial control operations in the Emirate of Dubai.
Pursuant to the decision, a temporary committee called the “Steering Committee to Supervise the Transfer of Commercial Control Operations in the Emirate of Dubai” will be formed, headed by the Secretary General of the Supreme Legislation Committee, and with the membership of a representative of the Department of Finance, a representative of the Human Resources Department of the Government of Dubai, and the Executive Director of the Dubai Foundation for Consumer Protection and Fair Trade. One of the institutions affiliated with the Department of Economy and Tourism in Dubai, the Executive Director of the Regulatory Policies and Governance Sector, and the Executive Director of the Legislation and Disputes Sector in the Department of Economy and Tourism in Dubai, in addition to a representative of the competent government agency in accordance with the applicable legislation. Terms of reference of the committee
According to the decision, the Steering Committee undertakes a set of tasks and powers, most notably: approving the time plan and stages of transferring commercial oversight tasks and operations from the regulatory authorities to the Dubai Corporation for Consumer Protection and Fair Trade, and unifying and organizing commercial oversight operations in local markets, by inventorying and classifying all types and forms of oversight. Commercial procedures carried out by the regulatory authorities and the Corporation, reviewing commercial inspection and control procedures, proposing their amendment, unification and simplification, and submitting these proposals to the Executive Council of the Emirate of Dubai.
The Steering Committee is also responsible for setting controls and coordination mechanisms between regulatory authorities and the Dubai Consumer Protection and Fair Trade Corporation with regard to implementing the inspection procedures it carries out within the scope of its jurisdiction, including regulating the exchange of information and data between them, ensuring complementarity of roles, coordination of efforts, exchange of information and cooperation. Between government agencies and regulatory bodies, in everything that would enable the committee to carry out the tasks assigned to it under the provisions of this decision.
The Steering Committee is also responsible for following up on the completion of the plan for transferring commercial control tasks and operations, monitoring the stages of progress and completion, and issuing the necessary directives regarding the obstacles and difficulties that may face the completion of this plan in all its stages.
Cooperation with the committee
The decision obligated all government agencies in the emirate, including regulatory agencies and authorities supervising special development zones and free zones, including the Dubai International Financial Centre, to fully cooperate with the steering committee, its subcommittees and its work teams, and to provide the data, information, statistics, documents and studies they request on time. Which the Steering Committee deems necessary to enable it to perform the tasks assigned to it in accordance with the provisions of this resolution, the decisions issued pursuant to it, and the legislation in force in the emirate.
The Chairman of the Steering Committee to Supervise the Transfer of Commercial Control Operations in the Emirate of Dubai shall issue the necessary decisions, instructions, and directives to implement the provisions of this decision, and it shall be published in the Official Gazette, and shall be effective from the date of its publication.
