Hamdan bin Mohammed issues a decision regarding the organization of the chances in the Emirate of Dubai

His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Chairman of the Executive Council of the Emirate of Dubai, issued Decision of Council No. (31) of 2021 regarding the organization of the chances in the Emirate of Dubai, with the aim of organizing them in a manner that achieves the desired goals, and ensuring good religious rituals in them As well as adherence to the legislation organized for religious activities licensed by the Department of Islamic Affairs and charitable work within the chances, where the decision shall apply to all existing and that will be held in the emirate, including those inside private development areas, and free regions, including the Dubai International Financial Center.

The decision specified the competencies of the Islamic Affairs and Charitable Affairs Department in Dubai, including: licensing public chances belonging to governmental and non -governmental bodies that are allocated by all, in accordance with the controls, conditions and procedures that are issued by their approval by a decision by the Director General of the Department, as well , In coordination with the authorities specialized in the emirate, granting the necessary permits to workers in the chances, controlling the cleanliness, maintenance, equipment and the needs of the public chapel, as well as determining the times of raising the call to prayer and the establishment of prayer in public chapels, the mechanism of applying internal and external audio bars, and the conditions and conditions of their use.

The department also specializes in supervision and supervision of the public chamber, its employees, the evaluation of their performance, the issuance of regulations and instructions for organizing lessons, lectures and religious activities in the serum, and preparing the unified topics of Friday sermons, holidays and religious events that take place in public prayer women.

According to the decision, any person is prohibited from building or allocating places as public prayers, or making any amendments or additions to them or maintaining them, before obtaining a pre -license to do so from the Department of Islamic Affairs and Charitable Action, and the license is issued in coordination with the competent authorities in the emirate, and according to conditions and controls Which is adopted by the Director General of the Department, according to a decision that he will be issued in this regard, and the special chapels in the emirate, who belongs to governmental and non -governmental authorities, which are not dedicated to all, may be established, provided that the approval of the preceding department is obtained.

The decision included a number of activities that are required to carry out in the chapels to obtain a prior permit by the Department of Islamic Affairs and Charitable Action, namely: collecting or allowing donations or advertising them, establishing Friday prayers, Eid, eclipse or eclipse, and establishing any religious or charitable activity or charitable Cultural or episodes for the memorization of the Holy Quran, the establishment of readables, audio or visual, distribution of books, bulletins, CDs, audio and visual records, etc., or advertising and publications, reviving religious or social events or organizing meetings, and holding breakfast and banquet tables.

And the decision prohibited the entry of a number of verbs within the worshiper: begging, interference in the affairs of the call to prayer, prayer, activities or activities that are stated in them, and attaching to the chance to the worshiper or any of his assets, holdings, or accessories, and the exploitation of the worshiper in other than the parts established in law, and the use of the votes in contradiction to the controls. It is scheduled from the Department of Islamic Affairs and Charitable Action in this regard, and practicing any activity that would violate the security of the worshiper or his prohibition.

The obligations of the donation
The donor’s decision, the person responsible for managing and operating the worshiper and caring for his affairs, obligated to provide the needs of the worshiper, and bear the costs of managing and supervising his affairs, maintenance, cleanliness and security, according to the conditions and specifications approved by the Islamic Affairs and Charitable Action Department, and put a plate on the facade of the chapel to indicate that he is a public person Or a private worshiper, according to the classification approved by the department in this regard, and not closing, removing, replacing or changing the purpose of the use of the worshiper except with a prior written approval from the department, and appointing a coordinator with the department and providing his data and communication numbers with him.

The donor is also obligated, according to the decision, not to appoint or assign any person to work in the general worshiper permanent It is good conduct and behavior, and not belonging to any illegal group, or practicing any prohibited political or organizational activity, and to pass the personal interview and tests decided by the Department of Islamic Affairs and Charitable Action, and to be a medical appropriate.

Among the obligatory obligations to the donor in accordance with the decision is the assumption of rights, salaries and financial dues for all workers in the public worshiper, notifying the department in the event of completing the services or assignment The emirate, as well as tolerance of the work visa issuance for them, the conclusion of work contracts for all workers in the public chamber in accordance with the valid legislation, the provision of the department with a copy of it, and the completion of the work contracts of any of the workers in the public worshiper, at the request of the department, and the guarantee of continuing to perform the prayer in public prayers in Its dates and without interruption, and not to use them for the purpose for which it was allocated.

According to the decision, everyone who violates the provisions of this decision and the decisions issued according to it shall be punished with written warning, or the closure of the worshiper, without prejudice to any more severe punishment stipulated in any other decision.

Grievance and success
The decision stipulated that every person with the interest of the oppression may be in writing to the Director General of the Department of Islamic Affairs and Charitable Action from the decisions, procedures and measures taken against him under this decision, within thirty days from the date of decision -making, procedure or monitoring of it, and this grievance is decided within thirty days From the date of its submission by a committee formed by the Director General of the Department for this purpose, and the decision issued in this shadow is final.

The decision obligated all the donors supervising the existing prayer in the Emirate of Dubai at the time of the implementation of this decision, to reconcile their conditions in accordance with its provisions and its provisions, within six months of the date of its implementation, and the decision to the general manager of the department was approved to extend this deadline for a similar period in the cases that require that.

The provisions of this decision do not prejudice the powers established for the competent authorities in Dubai, including the authorities supervising the special development areas and free zones, including the Dubai International Financial Center, regarding supervision, supervision and licensing construction work in accordance with their valid legislation in this regard. Any text in any other decision is canceled to the extent in which it contradicts and its provisions, and it is published in the Official Gazette, and it is made from the date of its publication.
