A royal decree issued by Sheikh Saud bin Saqr Al Qasimi, Member of the Supreme Council and Ruler of Ras Al Khaimah, has appointed a new Emirates Cultural and Sports Club board, effective from the date of issuance and to be published in the Official Gazette.
The decision places Mahmoud Hassan Al Shamsi at the head of the board and formalises the club’s governance changes as part of a wider effort to strengthen sporting and community programmes in the emirate.
Leadership lineup and board composition
Mahmoud Hassan Al Shamsi was named chairman, with Engineer Ismail Hassan Al Balushi appointed as First Vice President and Ahmed Mohammed Shamlan Al Nuaimi as Second Vice President.
The decree also includes board members Dr. Talib Mohammed Al Mandous, Dr. Jassim Mohammed Al Zuabi and Dr. Fatima Ali Al Mamari, completing the new governing body for the club.
Mandate and immediate legal effect
According to the decree, the roster takes effect immediately upon issuance and its contents will be published in the Official Gazette to formalise the appointments.
This legal step confirms the membership and grants the new board full authority to begin carrying out its responsibilities under the club’s statutes and relevant regulations.

Chairman Mahmoud Al Shamsi expressed appreciation for the confidence shown by Sheikh Saud bin Saqr Al Qasimi, Crown Prince Sheikh Mohammed bin Saud Al Qasimi, and Sheikh Ahmed bin Saqr Al Qasimi, who serves as the club’s Supreme President.
Al Shamsi said the mandate will motivate the board to continue the club’s role as a sporting institution that serves fans and the wider community, while aligning its work with national priorities and strategic plans.
