A royal decree issued by Sheikh Saud bin Saqr Al Qasimi, Member of the Supreme Council and Ruler of Ras Al Khaimah, has appointed a new Emirates Cultural and Sports Club board, effective from the date of issuance and to be published in the Official Gazette.
The decision places Mahmoud Hassan Al Shamsi at the head of the board and formalises the club’s governance changes as part of a wider effort to strengthen sporting and community programmes in the emirate.
Leadership lineup and board composition
Mahmoud Hassan Al Shamsi was named chairman, with Engineer Ismail Hassan Al Balushi appointed as First Vice President and Ahmed Mohammed Shamlan Al Nuaimi as Second Vice President.
The decree also includes board members Dr. Talib Mohammed Al Mandous, Dr. Jassim Mohammed Al Zuabi and Dr. Fatima Ali Al Mamari, completing the new governing body for the club.

According to the decree, the roster takes effect immediately upon issuance and its contents will be published in the Official Gazette to formalise the appointments.
