Two jurists and an educational consultant warned against driving unlicensed recreational motorcycles in residential areas and public roads, stressing that it endangers the lives of teenage drivers and others, and leads their families to legal accountability.

They explained that the family bears primary responsibility for the actions of their children, such as driving unlicensed motorcycles on public roads, stressing the need to direct them towards using the circuits designated for this type of activity instead of public roads, which pose a threat to their lives and the safety of others.

They stressed that the law imposes strict penalties for driving unlicensed motorcycles, up to fines and imprisonment, warning that these behaviors expose children to legal accountability and put their lives in danger.

For her part, the educational and legal advisor, Moza Masoud, stated that there are many circuits designated for practicing sports activities related to recreational bicycles, and they are located in places far from the main roads and residential areas, and they are equipped with traffic safety standards, noting that these circuits are available in many nearby areas. From residential areas, some teenagers and young men prefer to use public roads as an illegal space for these activities, which poses a danger to their lives and the lives of others.

Masoud added that the age group between 12 and 14 years is most vulnerable to falling into these reckless behaviors, as some teenagers resort to challenging their peers in dangerous races on internal roads, stressing that their responsibility lies with the family that leaves bicycles within the children’s reach without directing them to use them in designated places. .

She called on families to enhance their children’s awareness about the dangers of using these bicycles outside their proper scope, saying: “We must instill in the hearts of our children that the laws are not just restrictions, but rather a protection for them and for society, and failure to abide by them may cost us a person’s life.”

From a legal standpoint, legal advisor and lawyer, Rashid Al-Hafiti, warned against allowing children and teenagers to ride these bikes, stressing that this is a clear violation of children’s rights.

Al-Hafiti said: “According to the definition of negligence in the rights of the child, allowing him to ride unlicensed bicycles is a legal and moral violation, especially with repeated warnings from the concerned authorities about the dangers of these practices.”

He added that “protecting children is not an individual responsibility that falls on the family only, but rather it is a societal responsibility that requires combined efforts, starting with families, and creating a safe environment on the roads requires concerted efforts among everyone, starting with enhancing family awareness, passing through the role of legal authorities in implementing Sanctions, leading to community initiatives that contribute to reducing the spread of these behaviors that threaten the safety and future of our children.”

He stressed the importance of enhancing family awareness of the dangers of this behavior, and that the awareness-raising role must begin with the family, by educating children about traffic laws and the dangers of violations.

In turn, the legal advisor and lawyer, Asawir Al-Mansouri, explained that the law sets strict penalties to limit the spread of these behaviors, and includes imprisonment for a month and a fine of 500 dirhams, in implementation of the text of Article 57 of the law, in addition to imprisonment for a period not exceeding three months and a fine of not less than 5,000 dirhams for driving. Without a licence, driving a motorcycle in a reckless manner and deliberately violating traffic rules could lead to dangerous accidents for the bike driver and others, causing This leads to a violation of driving a vehicle in a way that endangers his life or the life, safety or security of others.

She added that among the penalties imposed on violators who drive unlicensed motorcycles is the confiscation of the bike based on Article 17 of the executive regulations of the Traffic Law, which stipulates that it is not permissible to drive a motorbike of all types or allow others to drive it unless it is registered and licensed, and it is also not permissible to Any person may ride a motorized bicycle of all types on the road and on his shoulder without obtaining a driving license authorizing him to drive such a type of bicycle. It is not permissible to use recreational bicycles (with three wheels or more) on Its use is limited to sandy and desert areas. An undertaking must be taken from its owner not to use it on the road’s river and shoulder, and the licensing authority must prove this on the recreational bike license.

Al Mansouri noted that according to the law, unlicensed motorized bicycles of all types are seized when they are caught on the road, as well as recreational bicycles with three wheels or more, which are used in places other than their designated locations for a period of three months.

She added, “Article 51 of the Traffic Law stipulates that anyone who drives a vehicle on the road without a driving license or with a license that does not allow him to drive the same type of vehicle shall be punished with imprisonment for a period not exceeding three months and a fine not less than 5,000 dirhams, or one of these two penalties.” Article 57 of the same law stipulates that anyone who: He committed a violation of any other provision of this law or the decisions issued in implementation thereof.”

It should be noted that two female citizens, aged 14 and 15 years, died in a tragic traffic accident that occurred the day before yesterday evening, in one of the interior areas of the Emirate of Ras Al Khaimah. The accident resulted from a private vehicle colliding with a recreational motorcycle they were riding, which led to their death. Immediately.

According to the details of the accident revealed by Ras Al Khaimah Police, a car driven by a 37-year-old citizen collided with the recreational bike from behind while it was traveling on an internal street, due to the driver’s lack of attention. The police explained that the accident resulted in serious injuries to the two girls, which led to their death at the scene.

The Ras Al Khaimah Police Operations Room received a report about the tragic accident, and immediately the specialized patrols and the national ambulance headed to the site. The security teams confirmed that the two girls had died as a result of their injuries, and were taken to the hospital in preparation for handing them over to their families. The driver who caused the accident was also arrested, and the case file was transferred to the relevant police authorities to complete the necessary investigations and legal procedures.

Ras Al Khaimah Police called on all drivers to abide by traffic laws, exercise caution while driving, and refrain from distracting themselves other than on the road, to avoid similar accidents that could cost the lives of innocent people.
