His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum said, in a post on the “X” platform, yesterday: “Today we opened (Saun Center for Care and Rehabilitation), affiliated with the Community Development Authority in Dubai, with the aim of providing a safe environment for juvenile delinquents and those sentenced to judicial orders.”
His Highness added: “The center provides a group of intensive rehabilitation programs, and includes social, sports, artistic and religious activities and workshops, with the aim of qualifying them at all levels and ensuring their positive and complete integration into society.”
His Highness continued: “We thank all government teams and partners of this initiative, which comes within the framework of achieving the goals of Dubai Social Agenda 33, which are related to protecting, caring for and empowering all members of society.”
During the opening, in the presence of the Deputy Chief of Police and Public Security in Dubai and Chairman of the Board of Directors of the Juvenile Awareness and Welfare Association, Lieutenant General Dhahi Khalfan Tamim, His Highness listened to an explanation about the center’s role in enhancing integration between the concerned authorities with regard to judicial and administrative measures for juveniles, especially the Family and Juveniles Prosecution and the leadership. His Highness the Second Deputy Ruler of Dubai also witnessed the signing of the Community Development Authority’s cooperation agreements with government agencies, with the aim of ensuring the activation and establishment of an effective and sustainable system with the best processes and procedures at the service level. The signatories included: the Ministry of Education, the Knowledge and Human Development Authority, the Dubai Academic Health Corporation, and Dubai Ambulance, as the agreements seek to ensure the establishment and activation of an integrated and sustainable system, based on the best standards and the most effective operational practices and procedures.
Providing a safe environment for juveniles sentenced by judicial orders is an important step to rehabilitate them and build their personalities better, which contributes to their reintegration, rejecting negative behaviors, and empowering them with new opportunities in a bright future.
Director General of the Community Development Authority in Dubai, Hessa bint Issa Buhumaid, explained that the center comes from the vision of the wise leadership and its directives to adopt the best inclusive and empowering societal standards for the groups most at risk, and with the aim of providing integrated care that contributes to rebuilding the lives of juveniles on sound foundations. It enables them to return to society as productive and positive individuals.
The center’s facilities receive various categories of juvenile delinquents, detainees, and those at risk of delinquency, based on judicial, parliamentary, or police orders. The center’s capacity is 48 juveniles, divided between boys and girls.
The opening of the center comes in accordance with Executive Council Resolution No. (1) of 2021, which laid the foundations for establishing the center, and developing a governance and management framework that ensures the provision of the highest levels of service, and based on Federal Law No. (6) of 2022, regarding juvenile offenders and those at risk of delinquency, and the decision of the Council of Ministers. No. (133) of 2023, regarding the executive regulations of the federal law regarding juvenile offenders and those at risk of delinquency.

The center includes various facilities such as juvenile housing, rehabilitation areas, a mosque, dining halls, playgrounds and gyms, a clinic and classrooms, a litigation hall and other specialized halls and multi-purpose halls, in addition to administration offices.
The Center’s Care and Rehabilitation Department is responsible for rehabilitating juvenile delinquents who have been convicted by court, by providing social and psychological support and behavioral modification, in addition to its responsibility for family care to ensure that the juvenile does not return to delinquency and is reintegrated into society after his release. It is supervised by psychologists, educational specialists, and social supervisors. And qualified sports coaches. The center also includes a department for prevention and community coordination, which focuses on community awareness with the aim of reducing delinquency among children in Dubai society. The center works to develop preventive programs that include educational workshops and awareness campaigns, in addition to preparing comprehensive statistical and social studies on the causes of delinquency, crime areas, ages of juveniles, type of crimes committed, gender of the juvenile, and other variables that aim to develop thoughtful and targeted programs for children in Dubai, to prevent They have crime and delinquency.
