Sultan Al Qasimi issued a law on the reorganization of the police and security force in Sharjah

His Highness Sheikh Dr. Sultan bin Muhammad Al Qasimi, Member of the Supreme Council and Ruler of Sharjah, issued a law regarding the reorganization of the Police and Security Force in the Emirate of Sharjah.

The law stipulates that the force consists of regular bodies and the ruler be its supreme president, and it consists of:
1- Military (officers describing officers and individuals).
2- Civil employees.

Power associates are subject to the legislation in force in the emirate, and each regular body has its own science and logo.

According to the law, the force aims to achieve the following:
1. Preserving public security, public order and public morals, and providing reassurance to all members of society in the emirate.
2. Protecting lives, symptoms, money, property, vital installations and public facilities in the emirate.
3. Promote and spread the culture of respect for the law among members of society.
4. Activating the societal role to work to prevent crime and reduce its risks.

The law also stipulated that the force in order to achieve its goals be to exercise the following specializations:
1. Combating crimes, preventing their occurrence, and controlling their perpetrators in accordance with the procedures and legislations in force in the emirate.
2. Regulating traffic and traffic rules in accordance with the legislation in force in the emirate.
3. Awareness of community members of the importance of respecting and adhering to legislation and public order.
4. Implementing laws, regulations, decisions, regulations, instructions, and procedures entrusted with their implementation.
5. Any other competencies assigned to force from the ruler or the executive council.

The law also guarantees the military ranks of the employees of the force, which is according to the following sequence:

First: Officers:
1. Lieutenant.
2. First Lieutenant.
3. Captain.
4. Raed.
5, Presenter.
6. Colonel.
7. Dean.
8. Major General.
9. Team.
10. First team.

Second: The rank of the officer:
1. Service.
2. First sergeant.
3. Assistant.
4. First assistant.
5. Senior Assistant.
6. Assistant head.
7. Officer Assistant.

Third: Individuals:
1. A new policeman.
2. A policeman.
3. First policeman.
4. Corporal.
5. First Corporal.

The law regulates the military ranks of force and its affiliates are subject to those with less ranks for those with higher ranks.

According to the law, the president, who has known the law in the Commander in Chief or the Director who manages any regular body that is subject to the provisions of this law, is managed by the force of the force in its regular body and is responsible for performing his duties, tasks and competencies before the ruler or who delegates him, and he has the exercise of powers and powers necessary to manage its affairs and make decisions Necessary to achieve its goals and in particular the following:

1. Presenting the general policy and strategic plans necessary to achieve the goals of the force and present it to the executive council for its approval or take the necessary to it.
2. The proposal of draft laws and decisions related to the goals and competencies of power and present them to the Executive Council to decide what it deems appropriate on them.
3. Supervising the progress of work in force in accordance with legislation and in force, issuing the necessary administrative decisions and following up their implementation.
4. Control and management of spending on force from the government approved by the government.
5. The creation of the regulatory units of the force based on the approval of the ruler or his negotiation.
6. Forming permanent and temporary committees and strengths of the force and determining their powers and work system.
7. Representing force in the competent committees and local, federal, regional and international meetings, in its communications, correspondence, relations with others and in front of the judiciary.
8. Delegating some of its powers or competencies to the senior leaders of power employees in accordance with the legislation in force in the emirate.
9. Any other tasks or competencies assigned to the ruler or the executive council.
The president shall determine by a decision of it the form of the uniforms and signs of the military ranks of the employees of the force in his regular body after the accreditation of the ruler or whoever delegates him.

The government bears the following:
1- The expenses of armament, clothing, transition, equipment, subsistence, and internal housing who are determined by a decision by the president.
2- Medical care expenses for all strengths.

Power employees have the military in order to carry out their duties entrusted to them, the right to use force to the extent necessary to implement these duties whenever the need arises, and they are entitled to carry a Muslim arms to them according to their job, and their use of weapons is limited to the following conditions:
1. Sharia defense of the soul, offer, money, or the same others, their symptoms, or their money.

5. Clear any unlawful gathering if its purpose is to commit a crime or would endanger public security or public order, if the crowd does not submit after warning them in possible ways, provided that the order to shoot is issued by a person authorized to do so.

According to the law, it is required to use firearms in the cases stipulated in Article (9) of this following law:
1. That the shooting is the only way to ward off the danger after verifying it from its resurrection, and with the intention of disrupting the mentor against this weapon from the attack or resistance, and that it is necessary and proportional to the danger according to the assessment of the course of matters.
2. There is no way or other way to address the condition that is faced.
3. Begin to warn, then shoot in the air whenever it is possible.
4. Taking into account that the correction is not killed in order to control and arrest the required person.
5. Failure to resort to correction in a killing unless the case is feared by death or severe wounds, and this fear had reasonable reasons.

The law also stipulated that
1- Taking into account the decree of a federal law No. (38) of 2022 AD, he will be a judicial seizure officer in their competence departments. Police officers describe their officers and members, in relation to the crimes that occur in their competencies circles and are related to the work of their jobs.
2- It is permissible, by a decision of the President of the Judicial Council in the emirate, authorizing those who are not mentioned in Clause (1) of this article of the employees of the force, the status of the judicial seizure officers in relation to the crimes that occur in their jurisdiction and are related to the work of their jobs in accordance with the laws followed in this regard.
