“The resolution of rental disputes” in Dubai completes 142 thousand cases in 11 years


The Center for Rental Disputes in Dubai, from its establishment until the end of last year, was able to separate 142 thousand and 122 cases, of which 124 thousand and 522 cases through the primary department, while the Appeal Department considered 17,600 cases.

The establishment of the center came according to a decree issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, may God bless him, in 2013, within the framework of the Dubai Government’s endeavor to organize the real estate market, and to ensure the stability of the relationship between the lessors and tenants, and to be the authority concerned with adjudication in rental conflicts with innovative and effective judicial mechanisms.

The head of the Dubai Rental Dispute Resolution Center, Judge Abdul Qadir Musa Mohamed, said that the center includes a specialized administration for reconciliation and reconciliation, contributed to the solution of 42 thousand and 159 conflicts in a friendly manner, which reflects its success in providing quick solutions without the need to resort to prolonged litigation.

He explained in a statement to the Emirates News Agency (WAM), that the center is the only body empowered to adjudicate rental disputes in the Emirate of Dubai and the free zones, with the exception of those that include courts or private judicial committees, as it is concerned with considering the appeals submitted against the rulings, and taking urgent measures to protect the rights of the parties, as it is not considered in conflicts arising from long -term rental contracts (more than 10 years) or financing rental.

Achievements

Moussa stated that among the most prominent achievements of the center is achieving the digital transformation in the procedures of litigation, which allowed the parties the possibility of filing cases electronically through the official website or through real estate services trustees, and through simplified steps that include registration and filing the lawsuit, submitting documents and paying fees, then attending the sessions remotely through the electronic litigation system, and receiving the provisions electronically, which enhances efficiency and transparency in transactions.

He pointed out that the period of separation in the cases does not exceed 30 days according to the law, but the average actual period decreased to 14 days thanks to the applied digital systems, which reflects the speed and accuracy of the procedures approved in the center.

Challenges

On the challenges facing the center, Judge Abdel -Qader Musa said that one of the most prominent of which is a lack of awareness among the dealers of its tasks and specialties, which leads to the delay in some of them to resort to it, which prompted the center to intensify its awareness efforts, by providing free legal consultations through its website, in addition to the service of the “rental status newspaper” that enables the tenants and lessors to verify the other party’s record before signing contracts.

He added that the center launched the year 2018, in the framework of the digital transformation, the remote litigation system, which proved its effectiveness during the “Corona” pandemic, where the sessions continued without interruption, and in 2023, the “virtual court of metaphors”, which provides an interactive environment to manage the sessions remotely, reflects the commitment of Dubai to the global digital elimination pioneering.

He revealed the “Self -Government” initiative, which will be launched soon, and depends on artificial intelligence to issue immediate rulings on evacuation cases for non -payment, which contributes to accelerating procedures and reducing the effort made by judges and dealers.

Moussa affirmed the keenness of the Center for rental disputes to provide comprehensive services that guarantee the resolution of conflicts efficiently, and includes rental claims, such as registration of the lawsuit, contact and implementation procedures, in addition to grievances and appeals, and the implementation of the provisions for rent and joint ownership, as well as dealing with urgent requests such as temporal orders and requests for supply and deposit, which enhances the speed and accuracy of litigation in the emirate, indicating that the center continues to develop its systems In line with Dubai Vision 2030, to be the international judicial reference in rental disputes, while adhering to speed, accuracy and sustainability in providing services.
