In remarks delivered to senior officials, development agencies, financiers and private sector representatives, he stressed the centrality of water security ahead of the UN Water Conference 2026 in Abu Dhabi.

The Hamburg forum gathered policymakers and industry leaders to examine the economic and financial impacts of water-related risks.
Delegates discussed how policy, finance and innovation must combine to reduce vulnerabilities across supply chains and national economies.

Balalaa frames water as a strategic economic priority

In his closing address to a high-level session on system resilience, Balalaa argued that water is no longer solely an environmental or development issue.
He emphasized that water now directly affects economic growth, supply-chain stability and broader sustainable development objectives.

Balalaa called for enhanced cooperation among governments, financial institutions, development partners, private companies and technology firms.
He said coordinated action is required to accelerate investment in resilient water infrastructure, improve data transparency and strengthen enabling policy frameworks.

A core theme of the UAE message was mobilising finance to mitigate water risks before they materialise.

Preparations intensify for Abu Dhabi’s UN Water Conference 2026

The UAE reaffirmed its preparations to host the United Nations Water Conference from December 8 to 10, 2026, in Abu Dhabi, in partnership with the Republic of Senegal.
Officials described the event as a turning point to shift from dialogue to implementation on water resilience and investment.

Organisers plan six interactive dialogues, including “Water for Prosperity” and “Investment for Water,” designed to translate commitments into concrete projects.
Balalaa said these sessions will focus on integrated approaches that link water resilience to economic efficiency and sustainable development outcomes.

Youth engagement and inclusive diplomacy on display

On the sidelines of the summit, Balalaa convened a closed youth dialogue with the Hamburg Sustainability Summit’s youth ambassadors.
The meeting brought together emerging leaders from emerging markets and developing economies to surface priorities related to water, energy and climate.

The UAE described the session as part of its effort to include youth perspectives in preparatory work for the UN Water Conference 2026.
Officials said youth engagement will be reflected in the Abu Dhabi programme to ensure intergenerational participation in solution design.

Bilateral talks and sector meetings advance cooperation

During the visit, Balalaa held bilateral meetings with German ministers, private sector executives and representatives of non‑governmental organisations.
