His Highness also confirmed that 365 days of 2019 were crowned with achievement and excellence for our country in all fields: from quality of life to education, health, Emiratisation, infrastructure, economy and competitiveness, to space and future sectors.

This came during a speech in which His Highness began the first Cabinet meeting in the year of preparation for the next fifty years, where His Highness said: “We are proud of all the achievements that have been achieved in the past fifty years… and we renew confidence in our government to challenge and shape the future in the next fifty years, as the year 2020 is the year that turns 50 years of achievements, through which we welcome another 50 years of perseverance and hard work to serve the nation and its citizens.”

At the beginning of its meeting at the Presidential Palace in Abu Dhabi, the Cabinet, headed by His Highness Sheikh Mohammed bin Rashid Al Maktoum, reviewed the achievements of the UAE government for the year 2019, and the most important features and government action plans in 2020, in the presence of Lt. General Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of the Interior. His Highness said: “We want 2020 to be a year of development and competition with major countries in the economy, competitiveness and quality of life,” adding: “We do not want to target one group with our achievements… Rather, we want them to be diverse to include adults, children, people of determination… citizens and residents… students and employees. …entrepreneurs and investors.”

His Highness added: “Preparing for the next fifty years is a challenge that we are undertaking with our government teams in all federal agencies, and we are all confident in these teams that they are up to the challenge and capable of making a difference in the lives of our citizens and achieving the goals of the 2021 agenda.”

His Highness stressed that the Year of Tolerance established tolerance in the UAE in its finest form, and transformed tolerance from concepts and values ​​into initiatives and plans on the ground, in a way that ensures their continuity, so that we can continue together the path of tolerance that was started by the founding fathers of the country.

His Highness stressed, “The achievements of the Year of Tolerance make us optimistic about what is coming in the year of preparation for the next fifty, and we will make it a major qualitative leap for the UAE on the world map in various fields.”

His Highness Sheikh Mohammed bin Rashid Al Maktoum praised all the achievements that were achieved in the past, at various levels, as His Highness said: “The year 2019 witnessed important milestones in our journey towards anticipating the future and drawing a road map for the success of the nation and the happiness of its citizens, reaching the achievements through which we flew into space.” We have achieved qualitative leaps in various global competitive indicators.”

In the context of the meeting’s agenda, the Council agreed to introduce a five-year multiple-entry tourist visa for all nationalities, with the aim of supporting the country’s tourism systems for all nationalities and emphasizing the UAE’s position as a global tourist destination for all.

During its session, the Council also approved the exemption of Mexican nationals from entry visas to the country, within the framework of strengthening the country’s position regionally and internationally, and consolidating bilateral relations with countries of the world by enhancing cooperation in the tourism, economic and investment fields on the other hand, and opening new horizons for the country’s citizens for tourism, investment and trade and facilitating Movement of citizens between the two countries, as the decision contributes to facilitating entry, exit and passage for citizens of the two countries through their territories without obtaining an entry visa.

Air Arabia Abu Dhabi was also approved and designated as a national carrier, with the aim of enhancing civil aviation traffic in the country, and to support the aviation sector to keep pace with development plans and future trends.

The decision emphasizes the importance that the government attaches to the aviation sector and full support for the improvement and advancement of it and all its affiliated companies, and that the government entrusts the aviation sector with all aspects of support and support in line with the comprehensive development plans witnessed by the country.

In the context of the agenda of the Council of Ministers meeting, the Council adopted a set of decisions and laws to support the health sector and enhance its performance and quality, in addition to providing the best health programs and services to the community. The Council approved the establishment of the National Center for Health Research in the country, and a draft resolution regarding the Supreme Committee for Medical Liability to establish a liability committee. Medical care at every health authority, and the establishment of a national cancer registry.

In detail, the Council of Ministers approved a decision to establish the National Center for Health Research in the country, which aims to develop the national strategy for health research in the country to organize research, determine the priorities of health research in the country, and form specialized research centers of excellence in coordination between the concerned authorities based on the availability of human capabilities, devices, equipment, and These centers, for example (cancer research, diabetes, public health and disease prevention, road accidents, heart diseases and genetic diseases).

The center will also work to create a unified database on health researchers and research in the country, coordinate and cooperate in the fields of research with international institutions and organizations, and enhance collaborative research between health and academic institutions through internal and external partnerships, in addition to supporting programs for implementing and transforming health research outputs into products or services. Services or policies to improve health care services.

The Council also approved a draft resolution regarding the Supreme Committee for Medical Liability, which stipulates the establishment of a Medical Liability Committee within each health authority, with the aim of raising the level of the existing relationship between the health service provider in the country and its recipients, both citizens and residents, to the best levels, ensuring the rights of each party, and determining appropriate procedures for defense. These rights are protected and protected, in accordance with precise controls that achieve the necessary balance in such a relationship in a vital and sensitive field such as the field of providing health services.

The decision will work to provide an appropriate work environment that allows the doctor to practice his profession in a way that encourages him to provide the best health services, and in a climate that guarantees him his rights in accordance with the specificities of his profession, while guaranteeing the rights of patients at the same time. The decision will also contribute to avoiding delays resulting from the accumulation of complaint files at the Supreme Committee for Medical Liability, especially with the establishment of a medical liability committee in each health authority, which will contribute to the distribution of complaint files related to medical errors to more than one committee, as the role of the Supreme Committee for Medical Liability will be limited. To consider the grievances submitted to it from the reports of the committees formed by the health authorities, and this will help speed up the decision on cases brought before the courts that consider complaints related to medical errors.

It is expected that the decision will contribute to improving the country’s indicators in the health field and creating a healthy health climate in it, thus enhancing the country’s position in the health field at the global level, especially in the field of health tourism.

In this regard, the Council also adopted a decision regarding the establishment of the National Cancer Registry, which comes within the framework of strengthening efforts aimed at protecting public health in society, and through the establishment of the National Cancer Registry in coordination with all concerned parties, as the National Cancer Registry is considered a main pillar for identifying facts and statistical data. Which would reformulate work mechanisms based on accurate and clear methodologies and foundations that help decision makers obtain the most accurate and latest indicators related to this disease, and determine the appropriate means and methods to combat it, and by identifying its causes, types, and groups most affected by it, and distributing the number of Cases infected with it according to gender, age, and other necessary information in this regard.

On another level, and in legislative affairs, the Council of Ministers adopted a decision regarding the executive regulations of the federal law regarding combating commercial fraud, with the aim of creating a unified federal mechanism to deal with cases of commercial fraud in the various emirates of the country, and accelerating the decision on commercial fraud cases, in addition to defining a mechanism. A clear decision to dispose of products that violate the law by re-exporting or destroying them.

The law includes provisions regarding the procedures of the competent authority to detect counterfeit and spoiled goods, withdraw counterfeit goods from the market, controls for destroying counterfeit goods, and other provisions.

As part of its agenda, the Council adopted the UAE System for Control of Solar Energy Products, which is the cornerstone for enabling the various sectors in the country (governmental, industrial, commercial, residential) to generate renewable energy using solar energy technologies and connecting it to the public electrical grid in the country, which represents one of the most important axes. The national agenda to support sustainable development.

The Council also adopted a draft federal law regarding pesticides, in order to preserve public health and environmental safety, and with the aim of strengthening control over the circulation of pesticides within the country within appropriate legislation balanced with the needs of the agricultural sector and public health, in addition to setting clear penalties for violations given the danger of pesticides and their uses.

In regulatory affairs, the Council approved the restructuring of the Board of Directors of the Federal Competitiveness and Statistics Authority and the Education and Human Resources Council.
In line with the vision of the UAE government to host important international events, the Council of Ministers approved the country’s hosting of the 2020 meetings of the Asia Pacific Accreditation Organization (APAC) General Assembly in the capital, Abu Dhabi, where the country won the win of hosting this important regional event in the field of standardization and accreditation activities for the first time in The region since the establishment of the organization.

The Council also reviewed a report on the results of the state’s participation in the donors’ conference to support the development plan for the Republic of the Comoros, which comes in light of government efforts to strengthen relations with various countries and provide them with the necessary support at various levels.
