6 conditions for setting the job outsourcing policy in federal entities

The Federal Authority for Government Human Resources has set six guidelines, terms and conditions for the policy of outsourcing jobs in ministries and federal government agencies, the most prominent of which is that the outsourcing work must be of a specialized nature outside the scope of the regulatory, administrative, or supervisory aspect of the federal entity, which can only be done through it. The commitment of outsourcing companies to train, qualify, transfer knowledge, and build internal capabilities to the employees of the federal outsourcing entity requesting outsourcing, to enable them to complete work on their own in the future.

The Authority explained that the National Value Added Program, which is supervised by the Ministry of Industry and Advanced Technology, includes a number of axes, the most important of which is the agreement with outsourcing companies to appoint, qualify and develop national human capabilities.

In detail, the Federal Authority for Government Human Resources confirmed its keenness to promote Emiratisation in the federal government and give citizens priority in appointment to vacant positions in federal agencies, pointing out that it has adopted balanced public policies aimed at enabling national cadres to work in various economic sectors, from By benefiting from the added national value when contracting with private companies, creating job opportunities as a result of federal agencies outsourcing some technical and specialized works or projects, and supporting and encouraging citizens to work or manage projects in the private sector, while setting governance frameworks for those policies.

The Authority stated, in a letter addressed to the Federal National Council, that as part of its endeavor to regulate and govern “business outsourcing in the federal government,” it has developed an integrated legislative system to regulate the process of business outsourcing in federal government agencies, through coordination with the Ministry of Finance, to develop a general framework as a guide for the governance of procedures. Outsourcing in the federal government is based on international best practices to provide governance and culture with regard to outsourcing procedures, including financial contracting procedures and the organization of human resources under outsourcing. This guide was approved by the Council of Ministers by Resolution No. (4-12) of 2020.

She said that the state seeks to encourage the work of citizens in all economic sectors, which makes the outsourcing system and method one of the positive channels that can contribute to supporting the work of citizens in the private sector, by creating new job opportunities for them.

In the letter, a copy of which was obtained by Emirates Today, the Authority specified six controls, provisions, and indicative conditions for the job outsourcing policy, which federal entities must adhere to before resorting to outsourcing, including “that the federal entity’s needs for outsourcing work be linked to its approved strategy.” A feasibility study must be prepared by the federal entity, which includes an assessment of the capabilities, competencies, and risks associated with outsourcing. The outsourcing work must be of a specialized nature outside the scope of the regulatory, administrative, or supervisory aspect of the federal entity. “It can only be done through them.”

The controls also included “the need for financial allocations to be available, for the entity to have the ability to manage and address the risks associated with outsourcing, and for the outsourcing companies to commit to training, qualifying and building the internal capabilities of the federal entity’s employees.”

The Authority stressed that the governance of outsourcing business is carried out according to indicators that ensure proper implementation and achievement of the desired objectives of this system.

The Federal Authority for Government Human Resources confirmed that there are four objectives for the outsourcing system, the first of which is “enhancing the national value added from outsourcing services to raise productivity and improve the level of services,” and the second is “taking advantage of the growing technological developments in outsourcing to improve the level of quality of services provided to customers and increase their speed.”

The third goal is “increasing the participation of the private sector in government work,” and finally, “enhancing the efficiency of utilizing financial resources when outsourcing some services or work to the private sector in the federal government.”
