The Director of the Health Professions Licensing Department at the Health Authority in Abu Dhabi, Dr. Hatem Al Ameri, revealed that the average success rate of doctors in the exam for a license to practice the profession reaches 60% and ranges between 40 and 80% depending on the specialty, indicating that the Authority renews the exam questions every year and a half to ensure development. New standards

The Director of the Health Professions Licensing Department at the Health Authority in Abu Dhabi, Dr. Hatem Al Ameri, confirmed that the Authority is currently applying the new unified standards for licensing all health professionals in the country, which were agreed upon by the Ministry of Health, the Health Authority in Abu Dhabi, and the Health Authority in Dubai, and a licensing requirements document was issued in it. Those in health professions (PQR) are required for new applicants, and only meet the new requirements for previously licensed professionals.

He said that the aim of the new standards is to keep pace with the development taking place in the health sector at the state level, which contributes to enhancing patient safety, providing high-quality services to them, attracting larger numbers of qualified medical professionals, facilitating the process of attracting doctors, and giving flexibility in the process of updating licensing requirements. In addition, certificates from some countries and new specializations that did not exist before were recognized.

He said: “I entered these sites myself, paid the fees to view the exams, and made sure that no question was similar to the authority’s questions,” pointing out that the UAE University and the international company “Pearson Vue” are responsible for setting questions for medical licensing exams.

He explained that exam questions go through several stages before they are approved, which include trying the question and knowing how difficult it is, ensuring its linguistic correctness, and the possibility of it being understood in more than one form, or the possibility of having more than one answer to it. Finally, it is reviewed by a medical committee to approve its approval, and the cost ranges. One question costs between 300 and 700 dirhams due to the many stages it passes through, indicating that the exam consists of 150 questions, which are selected electronically from about 1,500 questions, so that the questions will not be repeated again, and the validity period for using the question is only 18 months, after which all questions will be changed.

He pointed out that the Authority has four types of doctor’s licenses: resident trainee doctor, general practitioner, specialist and consultant, and all of its licensing exams are electronic. If the answer rate for one of the questions exceeds the expected percentage, which ranges between 50 and 60%, the question will be reviewed and canceled if necessary. The command.

Al-Amiri pointed out that the licensing exam is intended to ensure that the examining doctor is qualified to deal with patients, and does not depend on reading or memorizing information, but rather aims to measure the doctor’s skills and experience, and each question determines part of the doctor’s experience and abilities.

He explained that the total number of health professionals working in the medical sector in Abu Dhabi in various specializations (nurses, doctors, and support professions) has reached about 43,000 people, since the implementation of the licensing system, while the average number of professionals to whom the Authority grants licenses annually is between 5,000 and 8,000 people, or 50%. Among them are nurses, 30% are doctors, and 20% are assistant professions.

He stressed that the process of obtaining a license for a citizen ranges from a week to 15 days, compared to about 40 days for non-citizens, noting that the Authority received 17,000 various licensing transactions over the past year and 23,000 transactions until the end of the third quarter of this year.

Al Ameri added that currently moving from one emirate to another no longer requires a new license, and the transferee is not subject to a test, pointing out that moving from another emirate and obtaining a license and working in Abu Dhabi, for example, requires the entity providing the health service to submit an application to the Authority in the name of the person.
