The Communications and Digital Government Regulatory Authority reported that the total number of individuals registered with the digital identity reached about 9.8 million users as of mid-October 2024.
She explained to Emirates Today that she intends to expand digital packages that provide individuals with a comprehensive and integrated set of digital services in various fields, avoiding the need to use papers and visit government centers to complete transactions.

In detail, the Director of the Digital Government Operations Department at the Communications and Digital Government Regulatory Authority, Eng. Saeed Belhoul, revealed that “the total number of users registered in the digital identity systems in the country reached 9.8 million users as of mid-October.”
He added to Emirates Today: “The (Digital Identity) has witnessed rapid growth in the number of subscribers using it during recent periods,” pointing out that the “Digital Identity” was the cornerstone supporting the comprehensive and expanded digital transformation in various parts of the country.
He continued: “The resort of many customers and government agencies to completing transactions via the digital identity has greatly supported the processes of registering and using it, as the uses of the digital identity have proven great successes, most notably the previous Federal National Council elections, which witnessed an increase in participation by rates reaching 29% in Voting operations, by supporting the use of digital identity.
Supporting factors
Belhoul stressed that “the digital identity facilitates the process of using smart digital services for customers on a broader scale,” pointing out that the ease of registration steps for the digital identity, and the availability of registration using biometric fingerprint technology, are among the factors that have supported the increase in the number of customers registered with the digital identity so far.
He also pointed to other factors that supported the expansion of digital identity registration and its widespread use, including its use in financial institutions and banks to complete transactions to a greater extent, compared to previous periods.
Use documents
He said: “The digital ID application uses Block Chain technologies through the digital document wallet, to save and exchange digital documents, and use them to clear transactions in government departments, without the need to submit paper documents, as the digital ID allows its users to request an electronic copy of official documents.” “And use it safely to conduct transactions and request services from its providers, which reduces the use of papers to process transactions, and saves time and effort in visiting government centers.”
He added: “The number of government services available to the private sector through the virtual market for software interfaces during the recent period reached 38 services.”
He pointed out that the total number of transactions that took place through the government services link, since the launch of the service in 2015 until mid-October, reached 2.3 billion transactions, while the number of transactions verifying transactions through the digital identity application reached about 500 million transactions so far.
Digital packages
Belhoul confirmed that the federal network is currently witnessing a comprehensive and integrated connection between ministries and government agencies throughout the country, which has supported the expansion trend by launching comprehensive and integrated digital packages for services, a number of which were launched in the early stages, most notably: “My Family,” “My Home,” and “My Home.” “Go about your business,” and “Congratulations, Jack.”
He explained that the expansion of launching digital packages supports the trend towards “zeroing bureaucracy” policies that are being worked on, as these packages provide integrated digital services in specific sectors and fields, providing customers with digital communication to complete services, without the need to visit any government center.
He pointed out that the “Mabrouk Ma Jack” package, for example, allows for issuing a birth certificate, identity card, and passport for newborns, through comprehensive digital services, while the “My Family” package allows for the completion of marriage papers, housing grants, and other services related to new families, and also provides… “My Home” package provides services for obtaining housing grants in an integrated digital format.
He said, “The authority is working on comprehensive digital expansion through additional paths, by taking advantage of comprehensive connectivity between government agencies, and working on the concept of (service engineering), to result in plans to launch those packages that the authority aims to expand further in the coming periods.”
Digital infrastructure
The Director of the Digital Government Operations Department at the Telecommunications and Digital Government Regulatory Authority, Engineer Saeed Belhoul, confirmed that the state’s tendency to invest early in developing the digital infrastructure, and the Authority’s work on the efficiency of the digital infrastructure, and the trend towards cloud computing services, during the previous years, resulted in A digital environment that allows many government agencies to launch digital services on a more expanded basis.
