Participants in the Fifth Forum to discuss drug issues, organized by the Dubai Police, announced several recommendations, including reviewing the laws concerned with drugs and creating strict procedures to deal with the violating clinics in the disbursement of drugs and developing methods of rehabilitation of addicts and enabling judges to use compassion in abuse cases.

The CEO of the shipping operations, Mohamed Matar Al -Marri, said during a session at the Narcotics Issues Forum entitled “Together for safe borders”, that drug traffickers use demonic methods in smuggling operations, pointing to the seizure of a large amount of heroin inside a large copy of the Noble Qur’an in one of the outlets of a neighboring country Through joint coordination.

The head of the awareness department in the General Administration of Narcotics Control of Dubai Police, pioneer, Dr. Jumaa Sultan Al Shamsi, said in a paper presented on the practical reality of narcotic drugs, that there is an excessive global level in the use of chemical drugs drugs, pointing out that its users exceed the total of those who use cocaine and heroin, The value of the global market dealing with such drugs is estimated at about $ 65 billion.

He pointed out that one of the attractions in these created drugs is that they are easily available, at reasonable prices, and their use is easy and a wrong culture among its users that they are not harmful and do not cause AIDS or other infectious diseases, noting that this is a wrong wrapping because they may suffer from madness, persecution, and failure Renalism, internal bleeding, and even some serious mental problems, or heart attacks, but many of them suffer to decay the teeth and a terrible type of scabies resulting from their continuous desire to scratch their skins because of their feeling as if insects crawl under it.

Al -Shamsi explained that by reading the practical reality, there are several types of narcotic drugs that circulate among young people in Dubai and can be divided into two types, according to its source, the first comes from abroad such as tramadol, art, and cimaders, as well as diesbam drug, and the second type is spent locally through clinics and psychological hospitals that Some sometimes exceed the exchange process.

He pointed out that by reading the field reality of drug issues and through the seizures in recent years, it was noted that there is an increase in the number of narcotic drug controls, especially those that do not fall under the drug law, pointing out that drugs and addicts were seized in an abnormal condition, but after their referral To the General Administration of Criminal Evidence and Crime Science to examine a sample was negative because those drugs that were seized with them are not included in the drug schedules, explaining that there are many sources that confirm the presence of narcotic drugs in the markets subject to the law of the Ministry of Health and misused among young people, in addition to assurances from Students that there are drugs spread among them that do not appear in the examination.

Al -Shamsi stated that the Dubai Police sought to include a number of these drugs in the drug schedule, but the table needs a continuous update, pointing out that there are three main types that are misused by users, including tramadol, two arteries, and sedadrin, explaining that the General Administration of Narcotics Control recorded 39 cases of abuse Tramadol from the beginning of this year until the end of last May, compared to 50 cases last year, 62 cases in 2007 and 23 cases in 2006, while eight cases of the drug Antar drug were recorded in 2009 compared to 20 cases in 2008 and 22 cases in 2007 and five cases in 2006 as The administration recorded 17 cases of Al -Kimadrin drug in 2009 compared to 15 in 2008 and 17 in 2007 and nine in 2006.
At the end of his speech, Al -Shamsi recommended amending Article (3) of the Federal Narcotics Control Law to allow the decision to be issued directly from the Minister of Health without the need to present it to the Council To report any cases that misuse these drugs illegally.

He demanded the tightening of the punishment on the addicts, smugglers and sellers of those drugs, imposing strict control over pharmacies and clinics, and creating an electronic system (smart card) to control the disbursements of drugs and drugs that are authorized by doctors authorized to be disbursed.
