Abu Dhabi Municipality calls on owners of abandoned houses to correct their conditions

Abu Dhabi City Municipality called on owners of abandoned houses in Abu Dhabi and its suburbs to rectify their conditions, due to the negative health risks resulting from them, as they constitute a hotbed for insects and rodents, and pose a threat to the safety and security of residents. This came after the campaigns organized by the municipality to confront the phenomenon of abandoned houses.

The municipality confirmed that the campaigns it carried out covered Abu Dhabi Island, Mohammed bin Zayed Residential City, Khalifa City, Bani Yas, Al Shamkha, Al Khatim, Al Wathba, Shakhbout City, Al Shawamekh, Al Nahda, Al Adla, and Al Muazzaz, and aim to protect the residential environment from all forms of pollution, enhance the civilized appearance of cities, and establish sound health standards by getting rid of old and unusable facilities and houses, stressing that getting rid of old houses enhances the civilized appearance of cities, and supports the standards of tranquility and safety for members of society.

Demolition costs

Abu Dhabi City Municipality confirmed that the owner of an abandoned house bears the full financial costs of demolishing his abandoned house, after the issuance of an official legal decision to remove the house, after exhausting the legal period granted by the municipality to the owners of abandoned houses, which extends to a full month from the date of the warning.

She added that she intends to remove all unlicensed buildings, violations and annexes in old and abandoned villas and houses, noting that she is proceeding according to a specific plan to complete the removal of the remaining violating buildings, in line with her efforts to preserve the harmonious civilized appearance of the city, and to achieve the health conditions and standards for residents of buildings, villas and popular houses.

The municipality revealed that it had monitored, during the past year, more than 274 abandoned houses in the city of Abu Dhabi and the areas under the jurisdiction of the external centers. These cases were dealt with in accordance with the organizing regulations and laws. It also issued 14 violations to the owners of the abandoned houses, in addition to warning the remaining houses and calling on their owners to correct their conditions or remove them. It explained that it had monitored 47 abandoned houses, five official buildings, and 49 buildings belonging to farms in the Shahama area.

She pointed out that during the campaign, she alerted residents to the dangers of the continued presence of old housing, which threatens their lives, security and public health. Accordingly, all violating buildings were referred to the competent authorities, with the aim of taking appropriate measures, as stipulated in the Building Regulation Law.

Regarding the official measures taken against the owners of abandoned houses, the municipality stated in a press release that it undertakes, through specialized engineering technical committees, the assessment and study of the condition of the abandoned building. There is also another committee to follow up on the demolition work and the removal of rubble, according to systematic steps represented in monitoring the abandoned buildings by inspection teams, then transferring them to a committee to inspect the abandoned buildings and those that distort the general appearance, to prepare an engineering report on the condition of the building.

She continued: After assessing the condition of the building and ensuring that it is not suitable for habitation, the owner is notified. If the owner does not contact the municipality, administrative decisions are issued for demolition in implementation of the provisions of the Building Regulation Law. An announcement is made in the Official Gazette inviting the owner to contact the municipality within a month. If the owner does not respond, the demolition committee implements the demolition decision. However, if the building only needs maintenance, the owner is warned to carry out maintenance work and reuse the building in accordance with Clause 24 of Law No. 16 of 2009 regarding the regulation of building work.

As for the value of the financial violations issued against violators regarding abandoned houses, the municipality confirmed that according to Law No. (4) of 1983, regarding the regulation of construction work in the Emirate of Abu Dhabi and its amendments (Law No. 16 of 2009) Clause 24, the value of the violation is 20 thousand dirhams, and according to Law No. (2) of 2012 regarding the preservation of the general appearance, health and public tranquility, there is more than one clause for building violations, and the inspector issues the observed violation according to the type of violation.
