“Awqaf” is studying controls to legalize “Sharia Ruqyah”

Member of the Federal National Council, Hamad Ahmed Al-Rahoumi, stated that the Council renewed a recommendation that it submitted to the Council of Ministers, demanding the formation of a committee to legalize the legal ruqyah, especially after the increase in fraud, quackery, and sorcery operations, while the General Authority for Islamic Affairs and Endowments welcomed the recommendation, and confirmed that it is studying its controls and regulating mechanisms. From the legal and legislative aspects, to limit the spread of quackery and fraud practices in the name of religion.

“Endowments”: “Al-Raqi Electronic” does not achieve the goal

Recently, there have been many various advertisements on social media regarding an electronic device for legal ruqyah, which is a water bottle with an MP3 reader installed to read the entire Holy Qur’an with drinking water directly from inside the bottle, at a price starting from 220 dirhams.

This device – according to popular advertisements – repeats the reading automatically as long as it is optionally connected to electricity. It reads the Holy Qur’an in a clear and understandable voice. It has the ability to control the volume level and stop it and restart it easily. It can also retain a reasonable amount of water, even if the main container is empty of water. This is The advantage of this feature is that the buyer can drink water after a week with seven complete verses of the Holy Quran recited over it.

By asking the General Authority for Islamic Affairs and Endowments about the legality of this device for ruqyah, it issued a fatwa stating that the goal of legal ruqyah cannot be achieved by reading the Holy Qur’an using any media or recording devices, explaining that the reality of legal ruqyah is based on reading, dhikr, supplication, or the combination of that with the intention of the reader to The upgrader.

The authority said, “Performing ruqyah by the person himself or others has an impact in achieving its results, and it is better for it to be done with a blown nose after reading, so that the blessing of the Qur’an or dhikr returns to the one who is performing the ruqyah.”

A woman dies during a “ruqyah session”

The case of the death of a woman at the hands of ruqyah healers sparked widespread reactions when, in December 2013, the Federal Supreme Court upheld a ruling ruling that two defendants who claimed to be able to treat patients with ruqyah were imprisoned for six months as a punishment, as they beat a patient with a stick and hands, and then He shook her body while they were performing ruqyah, which led to her death. The court revoked their right to retaliation and blood money after their blood guardians abdicated.

The Council of Ministers had rejected a recommendation about legalizing ruqyah, calling on the Council to form a committee to study the issue and submit proposals regarding it to the government. However, the Council said that the matter did not fall within its parliamentary jurisdiction, and renewed the recommendation after clarification to the government.

In detail, Hamad Al-Rahoumi said: “Treatment with legal ruqyah is one of the postulates of religion, as it is mentioned in the Holy Qur’an and the Sunnah of the Prophet, and the conviction of a wide segment of people in its importance and the demand for it was one of the reasons for the spread of charlatans and charlatans who exploit the needs of patients or ruqyah seekers in the absence of controls and oversight.” “For this activity, which created many problems and negatives.”

He added: “These matters were an impetus for directing a parliamentary question to the government, to demand the legalization of the legal ruqyah process, as happened with cupping, for which a law was issued regulating its work, setting religious, scientific, medical and sterilization requirements for those wishing to treat people with it, and based on the fulfillment of these requirements. They are granted practicing licenses.”

He pointed out that the law granted a guarantee to citizens who wish to undergo cupping treatment, and they now go to known authorities and under supervision.

Al-Rahoumi called on the government to “pay attention to legalizing the legal ruqyah out of its concern for the physical and psychological health care of its citizens,” explaining that “lack of legalization causes the citizen to turn to any antichrist and fall prey voluntarily into his grip.”

He continued: “I submitted the question of legalizing the legal ruqyah to two bodies. The first was the Ministry of Health, where we talked about the possibility of creating a section for legal ruqyah treatment in hospitals, to be done in parallel with medical treatment, but the ministry said that it was not a party to this matter, and the second was the Islamic Affairs and Endowments Authority, Which understood the issue and welcomed its study, especially since it is a matter that exists in some Gulf countries, and sent a letter to the Federal National Council about its study of organizing and codifying treatment with Sharia ruqyah, and determining the controls for this. Activity.

He stressed that legalization will be achieved by granting everyone with real knowledge of legal ruqyah an official license from the Endowments Authority, specifying a known headquarters that will be equipped and safe, and then subject to continuous oversight by the Authority.

For its part, the General Authority for Islamic Affairs and Endowments said: “Ruqyah is established according to Sharia law, stressing that coming to magicians and priests is a dangerous scourge, as it involves fleeting deception and the wrongful eating of people’s money.

She added that it is a wrong practice to go to these magicians and sorcerers to solve problems, search for lost items, or harm others by separating a couple or two friends.

She called on anyone afflicted with a disease to look for a skilled doctor, pointing out that the rational and insightful person is the one who fortifies himself with his faith and certainty, and is enlightened by his mind and thinking, so he does not pay attention to superstitions, does not surrender to delusions, and does not resort to magicians and sorcerers, nor priests and fortune-tellers, because he knows that God He alone is the one who harms, benefits, and gives and prevents.

She said: “Know that what is attached to magic is astrology and using omens and zodiac signs as to what good or evil is destined for people, and all of this is a lie.”
