This came during the presidency of His Highness, the cabinet session, which was held at the Presidential Palace in Abu Dhabi, yesterday, during which the issuance of a federal bill regarding the rights of the child, in the presence of the team, His Highness Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, and His Highness Sheikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Presidential Affairs.

His Highness Sheikh Mohammed bin Rashid Al Maktoum said during the session: “We will never be tolerated with those who violate the basic rights of the child, and that the new law came to cover and include all areas related to the rights of the child, and it contains the mechanisms that guarantee its application, and from the penalties what constitutes a deterrent to whom His morals and religion do not deter him from infringement of children. ”

His Highness also directed the rename of the proposed law to become his name “Wadima Law”, relative to the girl and Dima (eight years), the accused, her father and girlfriend of killing her, who then buried her in the desert, in a crime that shook the UAE community.

The new law, adopted by the Council of Ministers, includes 72 articles that contain all the rights of the child, which were guaranteed by international covenants in accordance with the provisions of Islamic Sharia and the principles of the Emirati constitution, as it included basic and family, health, educational, cultural and social rights of the child, in addition to the child’s right to protection and mechanisms for providing protection for children , Besides a complete chapter specializing in penalties.

The law affirmed at the beginning that all children enjoy these rights without discrimination, due to the origin, religion, home or social center, and taking all measures to protect children from all forms of discrimination, in addition to the priority of protection, care and relief in emergency situations, providing their interest in all procedures, and respecting their privacy In all cases, taking into account the responsibilities and rights of those who care for them. The law also affirmed all the basic rights of the child, such as his right to life and in safety for himself and express his views.

The law included a large group of family, health and educational rights for children, such as their right to care, alimony and health services, and to protect them from the risks of environmental pollution, and from infectious diseases and from selling tobacco or alcoholic products to them, or even smoking in public transportation in their presence.

In the field of cultural protection for children, the law prohibits the circulation, display, possession, or production of any visual, audible, printed or electronic games that address or encourage its sexual instincts, stressing the punishment in this to reach a year’s imprisonment and a fine of not less than 100 thousand dirhams.

The law affirmed the right of every child to education, prohibiting all forms of violence in educational institutions, protecting them from exploitation or abuse, and a ban on their exposure to neglect, displacement, begging, or endangering their physical safety or their psychological, emotional and moral balance.

The proposed law also guarantees a clear mechanism to provide protection by creating units to protect children that include specialists to protect the child who enjoy the status of judicial seizure and can intervene preventive and therapeutic in all cases that threaten the health and safety of the child in coordination with the competent authorities and within the regulations and laws in force.

The law also stressed the necessity of informing a child protection specialist if there is something to threaten the child, and the report is obligatory for educators, doctors and social workers, and the law stipulated that every adult must help any child who is asked to inform the competent authorities of the suffering of that child, or any child Another, and he is punished with a fine that does not exceed 50 thousand, everyone who contradicts this.

The law obligated all the competent courts, before it is sentenced to nursery to any person, to submit a detailed report on the social status and the criminal status of the custody student, and a declaration stating that he did not commit a crime outside the state, taking into account the provisions of the Personal Status Law in all cases. The law, which was approved by the Council of Ministers, tightened the punishment for everyone who uses children to photograph, register, publish or distribute any pornographic materials, to reach the prison for a period of no less than 10 years, in order to preserve the child’s dignity, his being, and protect his morals and reputation.
