Dubai Customs announces temporary instalment and fine-reduction measures
Dubai Customs has issued two public customs notices that introduce temporary relief for traders and importers. The measures comprise a duty instalment facility and an 80% reduction on eligible customs fines, and are intended to support trade activity and economic continuity.
Both notices — numbered 14/2026 and 15/2026 — take effect on May 21, 2026 and form part of broader economic incentives announced by Dubai’s government. The safeguards and conditions attached to each facility are set out to balance facilitation with fiscal and legal safeguards.
Scope of the instalment facility and eligible invoices
The instalment facility under Announcement 14/2026 is limited to customs duties due on import declarations. It applies only to qualifying invoices issued between March 1, 2026 and July 30, 2026.
Access to the instalment option requires use of a Dubai Customs credit account and prior approval from Dubai Customs’ financial administration. Approved instalment plans must be completed within one year from the date the request is accepted.
Terms of the 80% reduction for fines
Announcement 15/2026 allows a temporary reduction of 80% on monetary fines in qualifying customs cases. The reduction is restricted to fines issued prior to February 28, 2026 and applies only to the fine amounts themselves.
The measure explicitly excludes customs duties, service charges, administrative fees and any other non-fine amounts. Fines that have already been paid are not eligible for the reduction.
How traders should apply and submission channels
Requests to benefit from either the instalment facility or the fine reduction must be submitted to the Financial Administration of Dubai Customs. Applicants may use the designated email channel or apply in person at Dubai Customs’ headquarters at Mina Rashid.
The deadline to submit instalment requests is September 30, 2026. Applications for the fine reduction must be lodged by December 31, 2026, and must meet all documentary and procedural requirements set by Dubai Customs.
Payment obligations and completion requirements
Approvals for fine reduction are conditional on payment of the remaining 20% of the fine after the reduction is applied. Dubai Customs may allow exceptional instalment of that 20% balance, subject to approval, but any such instalment arrangements must be fully settled by June 30, 2027.
Instalment repayments and other required payments can be made through approved methods, including direct debit and cheques, or any other payment means authorised by Dubai Customs. The reduction is not final until all dues, including non-fine amounts, are fully paid.
Exclusions, legal proceedings and interaction with disputes
The notices do not apply to cases already paid, nor do they automatically extend to matters currently before the Legal Affairs Department of the Government of Dubai, courts, the Public Prosecution or law enforcement bodies without obtaining the necessary approvals. Requests may be submitted after administrative or judicial disputes conclude, provided they are filed within the stated deadlines.
The announcements further prohibit combining a request for fine reduction with a reconciliatory settlement under Article 151 of the Unified Customs Law. Applicants should note that unresolved disputes or active legal procedures may affect eligibility and processing timelines.
Enforcement rights and conditions for cancellation
Dubai Customs retains the right to rescind approvals for instalment plans or fine reductions if payment terms are breached, if payment instruments fail, or if new administrative or judicial developments arise. In such circumstances, Dubai Customs may demand full repayment, re-activate collection procedures or suspend related customs facilities and services.
The agency has indicated that it will take necessary enforcement or legal escalation measures case by case, in line with applicable laws and procedures. Relevant operational units within Dubai Customs are responsible for implementing the announcements within their respective mandates.
Dubai Customs says the temporary measures are intended to ease commercial operations and facilitate trade while preserving the authority’s ability to ensure compliance and recover dues where necessary. Traders and importers are advised to contact Dubai Customs’ Financial Administration promptly to confirm eligibility, prepare required documentation and meet the applicable deadlines.
