Dubai announces Iltizam compliance platform

Dubai’s Department of Finance has unveiled Iltizam, described as the world’s first AI-powered government financial governance and compliance system. The platform, announced by Huda Hamdan Al Sheikh, Executive Director of Corporate Services and CEO of Artificial Intelligence at the department, is being rolled out gradually across Dubai government entities.

Officials say Iltizam is designed to strengthen transparency and accelerate the production of reliable compliance data. The system is intended to support Dubai’s broader administrative model by linking legislation, policy and operational procedures through intelligent analysis.

Multi-agent AI architecture and how it works

Iltizam uses a multi-agent artificial intelligence architecture that assigns specialized “agents” to discrete tasks in the compliance workflow. These agents search legislation, identify relevant statutory provisions, cross-check policies and procedures, and surface compliance gaps for further review.

The platform produces an auditable record of each analytical step, including prompts used, outputs generated, time taken and resources consumed. A human-in-the-loop mechanism documents reviewer interventions, ensuring that automated findings remain subject to expert oversight.

Performance gains and reporting speed

According to the Department of Finance, Iltizam can reduce the time to issue compliance reports to under a minute in many cases. The system analyses financial and legal datasets in near real time, issues actionable recommendations and flags weaknesses for rapid remediation.

Officials highlight expected gains in operational efficiency, productivity and decision-making quality. By automating routine verification tasks, Iltizam aims to free staff to focus on higher-value governance activities and policy design.

Data sovereignty and cybersecurity controls

Iltizam is deployed on a sovereign cloud infrastructure hosted within Dubai’s government environment to ensure full data ownership and control. The department says this design choice complies with national cybersecurity standards and the guidance of the Dubai Cybersecurity Center.

The architecture separates production data from external networks and implements logging and audit trails to preserve integrity and traceability. These measures are intended to build institutional confidence in the platform’s technical independence and data protection posture.

Bilingual outputs and government adoption plan

The system generates compliance reports in both Arabic and English, enabling use across Dubai’s bilingual public sector and facilitating coordination between entities. Reports include risk assessments, identified control gaps and prescriptive recommendations to support remediation efforts.

Iltizam will be implemented progressively across government departments as part of a comprehensive rollout plan. The phased approach is intended to allow each entity to integrate the platform with its financial systems and governance processes while preserving continuity of oversight.

Future roadmap and predictive analytics

The Department of Finance said Iltizam was developed from the outset to be scalable and extensible, allowing new use cases to be added over time. Future enhancements will focus on predictive analytics to forecast compliance risks and to provide forward-looking decision support for budgetary and financial planning.

Officials also indicated plans to deepen integration with Dubai’s broader financial ecosystem, enabling automated links between compliance findings, treasury systems and performance dashboards. The department foresees iterative upgrades driven by operational feedback and evolving governance needs.

Iltizam represents a major step in Dubai’s push to adopt autonomous and self-executing artificial intelligence tools across government functions, aligning with leadership initiatives to position the emirate as a global hub for responsible AI adoption.

The platform’s combination of multi-agent automation, auditable process trails and sovereign hosting aims to balance efficiency with security and accountability. As the system expands into operational use, government entities will gauge its practical effect on compliance outcomes and fiscal transparency.
