A municipality study aims to provide an updated thermal map of the Emirate of Dubai using the latest thermal scanning techniques, in accordance with international best practices that identify areas affected by the heat island phenomenon (Hotspots), determine the urban area affected by this phenomenon, and determine the degree of thermal contrast between the urban area and the surrounding areas, provided that The outcomes of the study are in the emirate’s urban planning processes and land uses, developing adaptation programs to climate change, developing policies related to greening, and preparing health studies.
The study showed the effects of heat islands, which include increasing rates of energy and water consumption, increasing rates of heat stress, reducing the lifespan of buildings and infrastructure facilities, and affecting biodiversity and wildlife. The study recommended coordination with government agencies to implement a set of initiatives that contribute to achieving the goals, including studying the reduction of thermal emissions of building materials and asphalt materials using “Cool Pavements” technology, developing a greening and gardening policy, and other programs. The Council discussed a number of government policies that support government work, improve government services, and enhance operational efficiency.
