The ministerial decision granted powers to the Undersecretary of the Ministry of Higher Education and Scientific Research to issue the decisions, circulars and executive controls necessary to implement the provisions of this decision.
The Ministry said, as part of its general guidelines for universities, that all levels of academic degrees are in accordance with the National Qualifications System 2024, and for a student to be accepted at the master’s or doctoral level, it is necessary to obtain the academic qualification from the level that precedes it according to the system.
She pointed out that the aforementioned indicative high school grades are the grades of the educational curriculum certificate in the United Arab Emirates in the advanced track and its equivalent, according to the matrix in force in the Ministry of Education.
She stressed that universities are not required to set a minimum overall high school grade point average, and students who have studied educational curricula not affiliated with the Ministry of Education are not required to prove proficiency in the English language if the curriculum is taught in English.
The Ministry said, “Students who studied curricula not affiliated with the Ministry of Education can prove proficiency by passing international standard tests, as determined by the university, and students who studied curricula not affiliated with the Ministry of Education can prove proficiency in subjects related to the specialization according to what is determined by the university.” Determined by the university.
The Ministry added: “Universities can accept students conditionally on passing qualifying or remedial subjects or programs offered to the student. Specializations other than medicine, dentistry, pharmacy, engineering, and law do not require a minimum requirement for academic subjects.”
The Ministry stated that Resolution No. (30) of 2023 regarding admission criteria for bachelor’s programs in higher education institutions will be cancelled, and every provision that violates or conflicts with the provisions of this decision will be cancelled.
