Minister of Cabinet Affairs and the Future, Mohammed Abdullah Al Gergawi, stressed that the governments of the UAE and Egypt share a common desire to achieve excellence, which is based on learning, exchanging knowledge and expertise, and benefiting from each other’s experiences.
This came during the honoring of the Egyptian Prime Minister, Dr. Mostafa Madbouly, of the winners of the Egypt Award for Government Excellence in its first session, in a ceremony held under the patronage of Egyptian President Abdel Fattah El-Sisi, and with the attendance and participation of an Emirati ministerial delegation headed by Al Gergawi.
The award was launched at the conclusion of the Egypt Government Excellence Conference held in Cairo in July 2018, with Emirati support and partnership, as part of the executive plans for the strategic partnership agreement in government modernization between the two brotherly countries.
Madbouly announced that the award will be made mandatory, not voluntary, starting from its second session next year, for all government agencies and their employees. He also announced doubling the award’s financial value, starting from its current session, in order to stimulate competition, encourage excellence in government work, and create new categories.
He thanked the UAE, its leadership, government and people, for their efforts to enhance cooperation and partnership between the two brotherly countries in all fields in general, and in the field of government modernization in particular.
Minister of Cabinet Affairs and the Future, Mohammed Abdullah Al Gergawi, said: “If the UAE’s experience in government work has been able to inspire many other government experiences in the region, as an experience based on continuous learning, continuous development and continuous innovation, then Egypt is the foundation and history, and its experience in government and administrative work, which dates back thousands of years, is what inspired all of humanity in the science of government administration.”
He added that Egypt has a special historical place in the hearts of the people of the Emirates, established by the founding leader, the late Sheikh Zayed bin Sultan Al Nahyan, may God bless his soul, the builder of the modern renaissance of the Emirates, since the establishment of our union five decades ago. Egypt was one of the first countries to stand by our newborn state, and provided us with care and support, and did not skimp on us with its vast experience. Sheikh Zayed always recommended Egypt and the people of Egypt to us, as he said, “The renaissance of Egypt is the renaissance of all Arabs… and Egypt is the heart for the Arabs.”
He touched on the milestones of the UAE’s journey of excellence, saying that this journey actually began in 1994, through the Dubai Quality Award, the Sheikh Khalifa Excellence Award, the Abu Dhabi Award for Excellence in Government Performance, and the Emirates Award for Excellence in Government Performance. With the development of the UAE’s experience in institutional excellence, the Mohammed bin Rashid Award for Excellence in Government Performance was launched in 2015 as a comprehensive award, as it is the first model of excellence in the government sector worldwide.
He said: “We are confident that the Egypt Excellence Award will constitute a qualitative addition to improving governmental and institutional performance, and will contribute to creating and consolidating a culture of excellence, quality, improvement and mastery in all sectors at the hands of the sons and daughters of Egypt, who believe in their ability to be effective in advancing the process of building their country, and rely on a civilizational legacy that is thousands of years old, and their eyes are on a future in which Egypt is an effective and influential economic, human and productive power.”
In addition, Minister of Planning, Follow-up and Administrative Reform, Dr. Hala El-Saeed, confirmed that there is close cooperation between the joint working teams, formed by Egyptian and Emirati officials who work together in the spirit of one team, to implement all the axes of the strategic partnership in government modernization between the two brotherly countries.
The award, inspired by the UAE Government Excellence System, aims to improve government performance at various levels, motivate government employees to excel, create and innovate, and encourage competition between various government institutions and bodies to provide quality government services that accelerate development paths in various economic and vital sectors, and meet the needs and aspirations of citizens in accordance with international standards of quality and government excellence.
The award was designed in line with the government excellence system implemented in the UAE, within the framework of the strategic partnership in government modernization between the two countries.
In its first session, the award administration received about 2,000 nominations, competing for 16 awards, including 11 awards for institutional excellence categories, and five awards for individual excellence categories.
50 thousand hours of evaluation
The nomination applications for the award were subjected to comprehensive evaluation processes based on precise scientific foundations, in which 110 evaluators and arbitrators from experts specializing in the evaluation of nomination applications for the award, which took about 50 thousand working hours, at a rate of 450 hours for each evaluator. The evaluation process included studying and sorting the nomination applications, office evaluation of the applications, field visits for evaluation, training workshops, consensus meetings, and meetings of the arbitration committee.
The jury included members from the most prominent excellence and quality organizations, and their expertise includes the European Quality Organization, the Asian Quality Organization, and experts in implementing the UAE government excellence system. The evaluation process was carried out using a smart electronic system with the aim of ensuring the governance and accuracy of the results and facilitating the evaluation process.
