She pointed out that Article No. (35) of Federal Law No. (29) of 2006 regarding the rights of people with disabilities, as amended by Federal Law No. (14) of 2009, stipulates that “People of determination are not required to have any proof of their disability other than the card issued by the Ministry in this regard.” The card is considered the only official document proving disability in all federal, local and private governmental institutions, as well as outside the country.
She explained that the Ministry intended to issue the card electronically to facilitate the people of determination, their guardians, and the institutions working with them, as the people of determination or their representative fill out the required data and attachments, and then the card reaches them to the point closest to their place of residence, if the conditions of the card apply to them. She pointed out that the card provides its holder, both citizens and residents, with many free facilities and services, indicating that the card is considered the only database for categories of people of determination in the country.
The card provides beneficiaries with many services, including discounts from Etisalat and Du, as well as an exemption from Salik fees for most disabilities, while the Nol card is provided to all categories of people of determination. With regard to the vehicle license, the card grants its holder a parking card. The Federal Authority for Identity and Citizenship provides all categories of people of determination with free identity renewal, health insurance from the Ministry of Health and Community Protection for all non-citizens with disabilities, and health insurance from Sharjah University Hospital for citizens residing in Sharjah.
Exemptions
The People of Determination card provides an exemption from some fees and services provided by some entities. For example, the card holder and two companions are exempted from paying entrance fees to public parks in Dubai, Children’s City, Dubai Safari, Dubai Frame, and others, in addition to facilities and assistance at airports that are appropriate.
