The Ruler of Ajman issues a decision appointing Abdul Rahman Al Nuaimi as Director General of the Municipality and Planning Department

His Highness Sheikh Humaid bin Rashid Al Nuaimi, Member of the Supreme Council and Ruler of Ajman, today issued a decision appointing Abdul Rahman Mohammed Abdullah Al Nuaimi as Director General of the Municipality and Planning Department in Ajman with the special financial rank. In this capacity, he will be the first executive employee in the department and responsible before the head of the department for exercising his powers and exercising his powers.

The decision granted the Director General of the Municipality and Planning Department in Ajman a set of powers, the most important of which is proposing the general policy for the department and submitting it to the head of the department to work on its approval by the Executive Council in the emirate, and then supervising the implementation of that general policy after its final approval in accordance with established procedures and direct supervision of the daily workflow in the department. Managing its affairs and coordinating work between sectors, departments and various administrative units in the department. He has the right to issue administrative decisions, orders and instructions from time to time as necessary to ensure that the department performs its powers. Achieving the objectives and duties assigned to it in a complete manner, in accordance with the provisions of the legislation issued in this regard by the ruler of the emirate, the Crown Prince, or the head of the department.

The decision also authorized the Director General to propose any amendments to the administrative organizational structure of the department from time to time and to take the necessary measures to approve those amendments in accordance with the legislation in force in the emirate and implement the budget allocated to the department in accordance with the appropriations allocated for each item of the budget, including appointing the employees and consultants necessary to conduct its work. The Department sets the best conditions, standards and procedures necessary to conduct the transactions of the public dealing with the Department in accordance with the legislation in force in the Emirate and works on continuous amendment and development of work systems and procedures for the purpose of improving and developing performance. And raising customer satisfaction levels in a way that matches and achieves the vision of the emirate’s government established in this regard.

The powers of the Director-General also included participating in cooperation plans and effective coordination with the relevant federal and local departments and the Department’s competencies in order to ensure that the transactions of the public dealing with it are completed effectively, smoothly and quickly, and directing the preparation of research and studies related to the Department’s competencies and preparing introductory brochures and brochures on work procedures or any forms or documents. Forms related to the department’s work or those carried out under its supervision, preparing periodic reports on the department’s work and submitting them to the head of the department, and appointing the department’s employees in accordance with the principles and controls contained in Civil service legislation in effect in the Emirate and exercising any other powers or authorities assigned to him by the Ruler of the Emirate or the Crown Prince or assigned to him by the Head of the Department from time to time and delegating any of his powers stated above to one or more employees of the Department as he deems appropriate.

This Emiri decision shall be effective and legally effective from the date of its signing. It shall be published in the Official Gazette of the Emirate and circulated to the concerned authorities to act in accordance with it, each within their jurisdiction.

This decision comes after reviewing the provisions of Article 8 of Emiri Decree No. 14 of 2006 regarding the reorganization of the Municipality and Planning Department in the Emirate of Ajman and its amendments, and Emiri Decree No. 9 of 2008 issuing the Civil Service Law in the Emirate of Ajman and its executive regulations, and based on Recommendations submitted to us by the Head of the Municipality and Planning Department in Ajman.

It is worth noting that Abdul Rahman Muhammad Abdullah Al Nuaimi holds a bachelor’s degree in law from the Police College and was appointed to the Ajman Police, then Director of Cases and Disputes at the Roads and Transport Authority, and then Director of Legal Affairs at the Municipality and Planning Department.
