The General Civil Aviation Authority (GCAA) announced the issuance of the UAE’s first Supplemental Type Certificate (STC) to Emirates Engineering. The STC, which certifies approved modifications to aircraft and their systems, was granted to a UAE-based engineering centre for the first time. This move places the GCAA among a small group of global authorities authorised to approve complex aircraft changes under international safety standards.

The authority said the certification reflects progress in the UAE’s regulatory framework and the maturity of its aviation oversight. Officials described the decision as part of a wider strategy to enhance domestic engineering capabilities and support the national aerospace industry.

What an STC authorises and why it matters

A Supplemental Type Certificate allows a certified organisation to approve technical changes to an aircraft’s structure, systems, components or equipment. These approvals must meet recognised international safety standards before modified aircraft may return to service. The STC therefore reduces the need for foreign validation and streamlines the path for local engineering solutions to be implemented on commercial fleets.

By holding STC issuance privileges, the GCAA can directly validate design and modification work performed within the UAE. That shortens approval timelines, lowers logistical costs and can improve responsiveness to airline operational needs.

Officials frame the step as capacity-building

Engineer Aqil Al Zarouni, Assistant Director General for Aviation Safety Affairs at the GCAA, said the STC issuance confirms the maturity of the UAE’s regulatory system and the technical competence of local organisations. He noted the certificate both expands the authority’s remit and signals confidence in domestic engineering standards. Al Zarouni added that the step will bolster national competence, support local industry and reinforce high levels of safety and compliance across the aviation sector.

The GCAA framed the award as part of an ongoing effort to develop a robust engineering ecosystem in the UAE. The authority emphasised continued oversight and adherence to international best practices as priorities accompanying the new privileges.

Emirates Engineering calls the STC a major achievement

Ahmed Safa, Head of Engineering and Maintenance (MRO) at Emirates, described the STC as a significant milestone for the airline’s engineering arm. He said the certificate builds on an earlier approval that designated the centre as an approved design organisation, and that the new capability underscores the team’s design strength and execution capacity. According to Safa, having STC recognition allows Emirates Engineering to take greater responsibility for bespoke modifications and support fleet-specific technical solutions.

Emirates Engineering’s leadership suggested the recognition will enhance the centre’s ability to deliver in-house modifications and customised services to the airline and potential third-party customers.

Background: DOA approval and the pathway to STC privileges

The STC issuance follows the GCAA’s decision in late 2025 to grant Emirates a Design Organisation Approval (DOA) with privileges that include issuing STCs. That DOA was the first of its kind awarded to a UAE-based entity, establishing the formal regulatory foundation for subsequent STC activities. The recent STC represents the practical application of those privileges and a next step in utilising domestic design and approval capabilities.

Regulators emphasised that DOA status, combined with STC issuance, requires sustained compliance, technical competence and quality assurance. The GCAA will continue to monitor performance through audits and oversight activities to ensure safety outcomes are maintained.

Industry and economic implications for the UAE

Analysts say the ability to approve aircraft modifications locally can produce tangible cost and time savings for airlines and maintenance organisations. Reducing reliance on foreign authorities for validation can accelerate retrofit programmes, interior modifications and system upgrades, which in turn supports aircraft availability and operational flexibility. The move may also create opportunities for the UAE’s MRO sector to offer certified modification services to regional carriers and third-party operators.

Beyond direct commercial benefits, the certification supports the UAE’s ambition to be a regional aerospace hub by nurturing technical talent and attracting specialised engineering work. Regulators and industry stakeholders see this as a step toward deeper localisation of aviation services and enhanced export potential for engineered solutions.

The GCAA said the decision also aligns with broader goals to strengthen aviation safety, foster innovation and build national capacity in high-value technical fields.
