Egypt’s petroleum minister Karim Badawy and a senior delegation from the Emirates National Oil Company (ENOC) and Dragon Oil agreed to intensify the Egypt-UAE oil partnership and explore new investment avenues. The meeting focused on expanding cooperation in aviation fuel supply, upstream exploration and production, with both sides endorsing a joint working group to prepare an execution plan. Officials said the move aims to translate existing commercial successes into a broader strategic roadmap for bilateral energy investment.

Minister frames bilateral energy ties as model of Arab economic integration

Minister Karim Badawy described the Egypt-UAE oil partnership as a “distinctive model” of Arab economic integration during the meeting. He praised UAE companies, notably Dragon Oil, for their tangible achievements in Egypt and for committing to expand their investment footprint. The minister emphasized that strategic private-sector partnerships with Egyptian firms would underpin the next phase of collaboration.

ENOC and Dragon Oil leaders present expansion proposals

The delegation was led by ENOC Group CEO Hussein Sultan Lootah and Dragon Oil CEO Abdul Karim Al Mazmi, who discussed concrete opportunities for scaling operations. Their agenda included increasing aviation fuel presence, accelerating exploration programmes and enhancing oil and gas production. Both companies signalled readiness to work with Egyptian counterparts to define partnership structures and investment timelines.

Aviation fuel supply identified as near-term priority

Officials highlighted aviation fuel as a priority sector where immediate expansion is feasible given existing logistics and market demand. Egypt’s geographic position and busy airports create a sizable regional market for jet fuel distribution and supply services. The delegation proposed strategic partnerships and infrastructure investments to secure and expand fuel provision across key Egyptian airports.

Gulf of Suez project cited as proof of technology-led gains

Minister Badawy pointed to Dragon Oil’s work in partnership with GABCO and the Egyptian General Petroleum Corporation as evidence of successful collaboration. He noted that the use of advanced digital tools and artificial intelligence applications in the Gulf of Suez delivered production uplifts and operational efficiencies. Officials said those technical gains opened new horizons for further investment and technology transfer across other Egyptian concession areas.

Joint working group to draft executive expansion programme

By the end of the meeting the two sides agreed to create a joint working group tasked with preparing an executive programme for expansion. The team will map opportunities in aviation fuel, exploration and production and recommend sequencing, funding models and partner roles. Both governments and the companies involved will review the group’s proposals with the aim of formalising agreements in coming months.

Officials highlight strategic and economic benefits for both countries

Egyptian and Emirati participants framed the planned expansion as reinforcing strategic ties while delivering economic returns for both sides. Increased UAE investment is expected to generate jobs, boost local industry participation and accelerate technology adoption in Egypt’s petroleum sector.
