The Director of the General Department of Civil Defense in Dubai, Major General Rashid Thani Al Matroushi, revealed a change in the specifications of the facades of metal buildings made of “cladding” with the latest update in the (Emirates Guide for Fire Protection and Life Safety) to comply with the best security and safety requirements and limit the possibility of facades igniting.

Building monitoring via phone

Major General Rashid Thani Al Matroushi said that the Civil Defense has provided the owners and developers of towers and buildings connected to the smart safety system with the ability to monitor them through a smart application on mobile phones, which issues a warning if a defect is detected in any of the systems, such as elevators or alarms, detectors, and the water rate in the tanks. Without the building owner needing to be there to ensure its safety.

Helicopter to inspect the raid sites

During the Intersec exhibition, Dubai Police presented new technologies in the field of security and safety, including a small helicopter (drones) completely designed by the General Administration for the Security of Bodies, Facilities and Emergency, according to the Director of the General Administration for Community Happiness, Major General Mohammed Saeed Al Marri, who indicated that it can fly to a height of two kilometers, and is equipped with With several cameras that can be directed by two people, to inspect sites before raids or during gatherings. He added that the aircraft meets the needs of the Dubai Police in terms of securing the place before storming it, which reduces the risks that could threaten the raiding teams. He pointed out that a rifle was also designed that operates with a simulation system, in order to train on hunting moving targets during storming operations.

On the sidelines of the “Fire Safety” conference at the Intersec exhibition for the security, safety and fire prevention industry, he said that the “Civil Defense” is seeking to formulate a proposal for legislation requiring private homes to install security and safety systems similar to towers and facilities connected to the smart alarm system in the Defense Operations Room “24x7DCD.” In addition to including preventive measures, including installing smoke detectors that operate with Bluetooth technology, after repeated home accidents.

He stated that at least 70% of the fires recorded during the past year occurred as a result of an electrical fault, so the Civil Defense began establishing the first factory of its kind to produce nanotechnology that combats fires resulting from this cause, and their area does not exceed a few centimeters, unlike the huge traditional extinguishers.

In detail, Major General Rashid Thani Al Matroushi stated that the new update to the Emirates Fire Protection and Life Safety Guide includes changes in the specifications of the metal facades of buildings (cladding) that meet security and safety requirements, and do not burden other parties in the construction sector, namely investors, suppliers, consultants and consumers.

He explained that the changes relate to the specifications of “cladding” according to the height of the building, as the risk doubles as the height increases, and decreases in the lower floors. Therefore, the update specifies in detail the specifications that must be in the high-rise and lower floors, given the capabilities of the “Civil Defense” to deal with all From her.

He pointed out that this update was made after studying the incidents that occurred in buildings with metal facades, with the aim of increasing their resistance to fire, because the majority of fires that occurred in those buildings started from the outside, not the inside.

He pointed out that the Civil Defense has coordinated with several parties, including the factories that produce this material, and will meet soon with Dubai Municipality to discuss mechanisms for implementing the new update in the specifications. It is also scheduled to meet with consultants, manufacturers and suppliers in this regard.

Regarding home accidents, Al Matroushi said that they top the accident index, although they are less serious in terms of their consequences, but they sometimes end in a tragic way, so the latest update in the Emirates Guide did not ignore this aspect and touched on some important matters, including emergency exits and sensor systems.

He added that the Civil Defense is working on a proposal for legislation requiring private homes to install smart safety systems connected to the Civil Defense operations room, to monitor any defect in the means of protection or in the event of a fire, even if the home owners do not notice it.

He pointed out that the Civil Defense has been tasked with marketing the system at the present time, but it is expected that it will be mandatory in the future, due to its great importance in protecting lives and property.

He pointed out that there is coordination with Dubai Municipality to alert consultants not to overlook important matters in homes, such as independent emergency exits. We are also working on a project to solve the problem of smoke, which causes at least 99% of deaths in home accidents, which is installing detectors in rooms connected together with a system. Bluetooth, so that each sensor alerts the other, if smoke is detected, so that it issues a warning and wakes people sleeping in rooms that the smoke has not reached.

Al Matrooshi revealed a package of pioneering projects and programs that the Civil Defense has begun to implement practically to achieve the accident response rate that the government set at just four minutes in 2020, including the Dolphin Project, which achieves important goals, including speed of response by sea bike, and supplying water to fire engines on the street. Using powerful and very cheap pumps compared to the pumps that are currently used, and the cost of each one exceeds 500 thousand dirhams, while the price of the bike with the pump installed in it does not exceed 60 thousand dirhams only.

He stated that the projects also include floating civil defense centers that are distributed in Dubai Creek, and are stationed every four minutes only to match the required response rate, pointing out that the center contains a bedroom for four people, an operating office, three fire boats, and two marine bicycles, and it is being planned to operate it. Solar energy to reduce costs. He pointed out that the centers serve the tourist areas connected to the water canal and the creek.
